Two key themes of the action plan are encouraging reporting and increasing support to victims.</p><p>The Action Plan includes a number of commitments that are addressing all forms of hate crime, including a review of hate crime legislation by the Law Commission which commenced earlier this year, a public awareness campaign which has run twice, and the current Online Harms White Paper con-sultation.</p><p>There are also a number of specific commitments addressing homophobic, biphobic and transphobic hate crime, which have been informed by the Government’s 2018 LGBT Action Plan. There are now 4.9 million women aged 50 and over in the workforce compared to 4.2 million five years ago.</p><p>We will spend £55 billion [£55.4bn] this year (2019/20) on benefits to support disabled people and people with health conditions. This is around 2.5% of GDP, and over 6% of government spending, and as a share of GDP, the UK’s public spending is second highest in the G7, bar Germany [OECD 2015 data].</p><p>To support women to remain and return to the labour market, the Government has removed the Default Retirement Age meaning most people can choose when to retire, and extended the right to request flexible working to all employees with 26 weeks’ continuous service with their employer.</p><p>We have appointed a Business Champion for Older Workers to engage and influence employers both strategically and in terms of practical advice.</p><p>In February 2017, the UK Government published “Fuller Working Lives: a partnership approach” to set out the role employers, individuals and Government can play in supporting fuller working lives. <a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/587654/fuller-working-lives-a-partnership-approach.pdf" target="_blank">https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/587654/fuller-working-lives-a-partnership-approach.pdf</a></p><p>Through the National Retraining Partnership, a strategic partnership between Government, the Confederation of British Industry and the Trades Union Congress, Government is developing the National Retraining Scheme. answer	answer is ministerial correction date of answer 20/06/2019 answer text <p>Government policy is for developers to pay the costs of upgrading or enhancing road, rail or other transport networks or services where there is a need to cope with additional passengers travelling to and from expanded or growing airports. Where the scheme has a wider range of beneficiaries, the Government will consider, along with other relevant stakeholders, the need for additional public funding on a case-by-case basis.</p><p> </p><p>The Western Rail Link to Heathrow is being promoted by Network Rail and is expected to benefit both airport and non-airport users. The scheme must demonstrate a satisfactory business case; with the cost to the public purse being a factor. answer	answer is ministerial correction date of answer 04/07/2019 answer text <p>The Government is keen that the welfare needs of racehorses are well met, both during their racing lives and afterwards. The British Horseracing Authority (BHA) is responsible for the safety of racehorses at British racecourses and the BHA works alongside the RSPCA and World Horse Welfare to make horseracing as safe as possible. However, both I and the BHA consider that more can be done to make horseracing safer which is why I have been holding regular discussions with the BHA about this. Most recently on 14 May, I met with the BHA as well as the new independent Chair of the BHA’s newly appointed Horse Welfare Board. This was a constructive meeting where the number of fatalities of racehorses was acknowledged, and both sides agreed that further action is required to tackle avoidable harm and make the sport safer.</p><p> </p><p>The Board committed to doing all it can to improve welfare outcomes. I stressed the need for the BHA to develop a robust action plan that will deliver tangible results and intend to stay in regular contact with the industry to continue to press for improvements in racehorse welfare.</p><p> </p><p>The number of racehorse fatalities at UK race tracks is published annually by the British Horseracing Authority. We believe that this transparency is motivating employers to take action, but these regulations are new and we will be monitoring them closely.</p><p> </p><p>We continue to urge employers to go beyond the reporting requirements by publishing an action plan, setting out the steps they are taking to improve gender equality, just under half of employers did this in the first year.
