answer text <p>We are aware of reports of the use of industrial chemicals as weapons by ISIL in Iraq, and encourage the Government of Iraq to bring to the attention of the OPCW any such incidents. We welcome its report to the OPCW Executive Council in October regarding the use of chlorine by terrorist groups.</p><p>We are also aware that the Al Muthanna military site is now in the control of ISIL. We continue to monitor the situation. However, we do not believe that the site contains chemical weapons-related materials of military value. Bunkers at the Al Muthanna site did contain hazardous chemical weapons-related materials used in Iraq’s Chemical Weapons programme. The materials were made safe by the United Nations Special Commission (UNSCOM) between 1992-1994.</p><p>While the Government of Iraq has kept the international community informed of incidents, and has reiterated its commitment to all international treaties and conventions aimed at preventing the use or spread of chemical weapons, it has made no requests for assistance to the international community.</p><p>We condemn unreservedly all and any use of chemical weapons by anyone. Use is a breach of international norms. Any party using any toxic chemical in this way should be brought to justice.</p><p> </p>

answer text <p>NHS England created a Specialised Commissioning Taskforce which aims to improve ways of working and to ensure that specialised commissioning is undertaken in the most efficient and effective way possible.</p><p> </p><p> </p><p> </p><p>My Rt. hon. friend the Secretary of State meets regularly with NHS England to discuss a wide variety of issues. Specialised commissioning was on the agenda at the July NHS Accountability Meeting between NHS England and the Secretary of State.</p><p> </p><p> </p><p> </p><p>The work of the Taskforce is being carried out with input from key internal and external stakeholders. Within the Taskforce work programme there are specific projects which will need wider engagement and may necessitate public consultation.</p><p> </p> more like this

answer text <p>United Kingdom clinical guidelines for drug misuse and dependence make clear that doctors treating people with opioid dependence need to make sure that their patients are aware of the risks of their medication, and that they take necessary precautions to avoid it being accidentally taken by others, especially children.</p><p> </p><p> </p><p> </p><p>Clinicians should assess risk to children and, if they suspect a child may be at risk, they must take steps, if necessary immediately, to deal with that risk. This may involve referral to other agencies, in accordance with relevant frameworks and protocols. The assessment may involve looking at the home environment and providing protective measures such as safe storage boxes to ensure medication is beyond the reach of children.</p><p> </p><p> </p><p> </p><p>Monitoring adherence to the clinical guidelines, and taking action where there is a breach, would be the responsibility of the regulatory bodies, the Care Quality Commission and General Medical Council. Local authorities, commissioners, clinical commissioning groups, and local children’s safeguarding boards may set up their own local monitoring arrangements.</p><p> </p><p> </p><p> </p><p>Local authorities have had guidance on developing joint local protocols between the drug and alcohol treatment system and children and family services. The aim of these protocols is to ensure that children are safeguarded through good assessment, clear pathways, information sharing agreements and competent staff.</p><p> </p>

answer text <p>Prior to April 2013, granting funding for the refurbishment and replacement of general practitioner premises was the responsibility of primary care trusts (PCTs). Information pertaining to this period is not held centrally and could only be obtained at disproportionate cost.</p><p> </p><p>Responsibility for funding general practice premises development has now been transferred to NHS England.</p><p> </p><p>Between 1 April 2013 and 1 April 2014, more than 100 business cases for premises development were approved by NHS England. NHS England <ins class="ministerial">will be publishing </ins><del class="ministerial">has now published</del> Principles of Good Practice <ins class="ministerial">later in the autumn. This </ins> <del class="ministerial">that</del> set<ins class="ministerial">s</ins> out how <del class="ministerial">area</del> teams should review and prioritise business case proposals, and since 1 April 2014 a further 46 business cases have been approved.</p><p> </p><p> </p><p> </p>

answer text <p>The Government recognises that a father's role in his child's life is a very important one and legislation in the Children and Families Act 2014 reflects the importance of children having a continuing relationship with both of their parents following family separation, as long as it is safe and in the child's best interests.</p><p>We are also strengthening the way in which breaches of child arrangement orders are handled. Cases which are breached within the first 12 months of an order being made will in future return to court quickly and, wherever possible, to the judge who made the original order. Courts will also be able to make full use of powers to direct a parent who is in breach of an order to participate in an activity, for example a parenting programme, to address their behaviour.</p> more like this
