answer text <p>The Highway Code provides advice to be particularly careful around horse riders.</p><p> </p><p>The THINK! “Have Some Horse Sense on the Road” campaign reminds motorists of the need to be patient when they encounter horses.</p><p> </p><p>The driving theory test contains questions about how drivers should interact with horse riders; and the hazard perception test includes a number of clips where horse riders are the hazard, either directly or indirectly. answer text <p>Firstly, we have put in place dedicated support for the creation of public service mutuals.</p><p>A new consortium of existing library service mutuals provides peer support for library authorities interested in exploring such models and is running two free Masterclasses in March 2017, in London and York, to share their experiences.</p><p>DCMS has also provided some funding to support a number of library authorities and other organisations interested in developing new delivery models.</p><p> </p><p>The Libraries Taskforce’s document Libraries Deliver: Ambition for Public Libraries in England 2016 to 2021 sets out practical options on alternative funding and delivery models for library authorities. The Libraries Taskforce will run free masterclasses for library authorities on income generation and alternative funding streams. It is also supporting community managed libraries by providing advice and guidance through its Community Libraries Toolkit, and supporting the development of a peer network for community managed libraries to share good practice and assist the development of sustainable community managed library business models. The Taskforce will also publish a Toolkit offering practical guidance for library authorities considering mutuals.</p><p> </p>

answer text <p>A consultation paper and impact assessment setting out the case for reform were published on 17 November and are available on gov.uk.</p><p> </p><p>Since the publication of the consultation Ministers and officials have met to discuss the proposed reforms with a range of interested parties from across the sector, including representatives from the insurance industry, claimant lawyers, defendant lawyers and credit hire companies. answer text <p>My Department has no plans to change its current approach to assessing income. Information obtained from HMRC, for use in calculating maintenance, is for the most recent year for which they hold a complete tax record.</p><p>In cases where a parent provides evidence that the income figure used is not the most recent tax year for which HMRC have complete information, for example because the client’s tax record is clerical, there is an escalation process which allows HMRC either to confirm the information already provided as correct, or to provide an updated Historic Income figure.</p><p>If at any point an individual’s income changes by at least 25 per cent, the Department may make a new assessment based on current earnings information provided by the paying parent. Setting the threshold at 25 per cent helps to provide stability in the financial arrangements for both the parent with care and non-resident parent. The Department has no plan to review this threshold. At annual review, there is no threshold and the calculation will be amended to reflect the latest income information received from HMRC.</p><p> </p>
