answer text
No guidance has been provided on the rights of NDPB employees to raise concerns specifically about EU Exit. We would expect NDPB employees to be able to raise any such concerns through their organisation’s existing systems, as they would any other issue that may affect them.

Policy and products about whistle-blowing and raising a concern have been made available to Civil Service departments. The products include a specific policy and FAQs for employees of Non-Departmental Public bodies (NDPBs). The guidance encourages employees of NDPBs to report perceived wrongdoing within their organisation, including a breach of the organisation's core values. An employee should raise these types of concern with their line manager straight away. If the employee feels that it is not appropriate to raise a concern with their manager, they can raise it with another senior manager or directly with a Nominated Officer within their parent department. Concerns can be raised confidentially and investigations will be conducted sensitively and as quickly as possible.

answer text
The Gambling Commission carries out an annual survey of 11-16 year olds, which includes questions on advertising. In 2017 80% of young people reported having ever seen gambling advertisements on TV, 70% on social media, 66% on other websites, 62% posters and 50% in newspapers. This data looks at awareness of gambling advertising, which may be different to exposure, since not all people will recall what they heard or saw. The survey data is not available over a five year period.

Advertising is generally measured in terms of numbers of impacts, ie one advert seen by one person. The total number of TV gambling adverts seen by children rose between 2005 and 2012 and has been falling since then. In 2016 children aged 4-15 saw 25% fewer gambling adverts than they did in 2012, and children aged 10-15 saw 28% fewer. On average, a child currently sees around three gambling adverts on TV in a week.

There are strict controls on the content of gambling advertising, which must not be targeted at children or appeal particularly to them. The Government Review of Gaming Machines and Social Responsibility Measures set out a package of initiatives to strengthen existing protections around gambling advertising. This includes new guidance on protecting children and young people from the Committees of Advertising Practice (CAP), due later this year, and significant new research commissioned by GambleAware into the effects of marketing and advertising on children, young people and other vulnerable people. This will look at the targeting of online and social media advertising and the impact of advertising on certain groups.

answer text
The Home Office does not collect data on the number of Neighbourhood Policing teams that are operational. The Home Office does collect data annually on the function of police officers and Police Community Support Officers (PCSOs), including the number of full time equivalent police officers and PCSOs primarily employed in Neighbourhood Policing teams and/or Safer Neighbourhood teams. This information can be found in the data tables published alongside the annual ‘Police workforce, England and Wales’ statistical bulletin, which can be accessed here: https://www.gov.uk/government/collections/police-workforce-england-and-wales

Latest data as at 31 March 2017 can be found in the Tables F1, F3 F4 and F6 of the police workforce statistics published in July 2017: https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/629865/police-workforce-tabs-jul17.ods

Officers and PCSOs with multiple responsibilities or designations are recorded under their primary function. The data do not therefore provide a complete picture of all officers assigned to neighbourhood policing functions.

Some forces are not able to make a clear distinction between ‘Neighbourhood Policing’ roles and ‘Incident (Response) Management’ roles, therefore those forces record the majority of, or all, employees under just one function. A more reliable measure is the number of officers employed in ‘Local policing’ roles, which includes both neighbourhood and response functions.

Any comparisons at force level should be made with care due to collaboration arrangements between forces for particular functions. Additionally, police functions data are often affected by re-structuring within police forces. Therefore comparisons over time for specific functions should be made with care.

Decisions on the size and composition of the police workforce are operational matters for Chief Officers working with their Police and Crime Commissioners and taking into account local priorities.
