answer text <p>Nationally, funding for children with complex special educational needs and disabilities (SEND) has risen by £1 billion since 2013 to 2014, to just under £6 billion in 2018 to 2019, and will rise to over £6 billion in 2019 to 2020.</p><p>We are aware of local authorities reporting concerns about the costs of supporting children with SEND. We are monitoring local authority spending decisions in this area and are keeping under review the overall amount of funding for this support.</p><p> </p> more like this

answer text <p>The Government published the <em>Strengthened Local Enterprise Partnerships</em> review on 24<sup>th</sup> July, which brought forward reforms to leadership, governance, accountability, financial reporting and geographical boundaries. Local Enterprise Partnerships (LEPs) are public and private partnerships between local authorities, businesses and other key partners. This sets out our expectations around the active role of local authorities in providing a strong and direct link back to local people, and that local authorities continue to be a central part of each LEP’s democratic accountability. Collaboration between the public and private sector will remain key to LEPs’ success as locally elected leaders and businesses continue to work together to shape policies for their local areas.</p> more like this

answer text <p>The Autumn Budget announced the complete abolition of the Housing Revenue Account borrowing cap with immediate effect. Following consultation, we have issued a determination that revoked the previous determinations specifying local authority limits on indebtedness, and as a result local authorities can now borrow for housebuilding in accordance with the Prudential Code. We want to see local authorities seize this opportunity and build a new generation of council housing.</p> more like this

The government also announced £84 million in targeted, evidence-based interventions which will transform services to reduce demand, saving money for local authorities but most importantly, improving the quality of services for our most vulnerable children.</p><p>The government will continue to work closely with the sector and other government departments to consider long-term children’s services funding as part of the upcoming spending review.</p> more like this

answer text <p>Following the publication of Future in Mind, every clinical commissioning group worked on the development of a local transformation plan for children and young people’s mental health services.</p><p>123 such plans were published in 2015, covering the whole of England. Local authorities were involved in the development of the plans as were children and young people and their families. NHS England ensures that local transformation plans are refreshed annually.
