In June, the US paused their food assistance to Ethiopia, which constitutes over 80 percent of the total. The pause will remain in place until adequate oversight, monitoring and risk mitigation measures are addressed<strong>. </strong>We are part of the UN Aid Diversions Taskforce and have been pressing for a humanitarian system-wide investigation. Humanitarian partners in Ethiopia are closely following the situation of vulnerable people across Ethiopia and investigating allegations of risk to life as a result of gaps in food assistance. Armed violence is likely to have cased thousands of battlefield casualties. Calculating deaths attributable to displacement, hunger and illness is more challenging. This funding is going towards varied humanitarian assistance, support to survivors of sexual violence and conflict, local peace building organisations and the Ethiopian Human Rights Commission. We are aware of a number of Chinese technology companies reportedly linked to violations taking place in Xinjiang, and are monitoring the situation closely. However, we are unable to comment on specific security arrangements or procedures.</p><p><strong> </strong></p><p>We will always put national security first, and we have a range of measures in place to scrutinise the integrity of our arrangements. On 24 November 2022, the Government announced that Departments should cease deployment of visual surveillance systems produced by companies subject to China’s National Intelligence Law onto sensitive sites. Any attempt by any foreign power to intimidate, harass or harm individuals or communities in the UK will not be tolerated. The installation of firmware updates to address known vulnerabilities forms part of routine departmental security procedures.</p><p><strong> </strong></p><p>In December 2022, the Chancellor for the Duchy of Lancaster laid a Written Statement before Parliament which instructed government departments to cease deployment of such equipment onto sensitive sites, where it is produced by companies subject to the National Intelligence Law of the People’s Republic of China. The UK will always defend the universal right to freedom of expression and stand up for those who are targeted.</p><p>We have made clear our strong objection to the National Security Law on many occasions, including its exterritorial reach. We consider it a breach of the legally binding Sino-British Joint Declaration.</p><p>We call on Beijing to remove the National Security Law and for the Hong Kong authorities to stop targeting those who stand up for freedom and democracy.
