answer text <p>In 2014 Access to Work transformed its operational delivery, providing greater consistency and increased speed of customer service. Consequently, Access to Work delivery is now performing above its Key Performance Indicators, which are internal measures of performance. However, we are constantly considering ways to improve the customer journey and expedite the provision of support. For example:</p><p> </p><ul><li>Last year we re-launched Access to Work as a digital service, allowing customers to apply online at a time of their choosing and taking an average of 20 minutes to do so. We are currently exploring what further online functionality could be offered.</li></ul><p> </p><ul><li>We have recently specified in new contracts to be awarded shortly that 90% of independent workplace assessments are to be delivered within 8 days rather than the current 10 days.</li></ul><p> </p><ul><li>We are also considering whether customers could have a longer window to apply in advance of receiving an employment start date from an employer, in order to ensure support is in place for the first day at work. We are currently working with employer and customer stakeholders to establish whether there is an optimum period.</li></ul><p> </p><p>As a highly personalised grant scheme, Access to Work is reliant on correct information being received from customers and employers within set timeframes in order to calculate awards or make payments timeously. It is important to note that Access to Work provides grants on receipt of invoices to pay for items or services that are commissioned by employers or disabled employees and which may therefore be delivered to timeframes over which Access to Work has no control.</p>

answer text <p>The information requested is not collated on centrally held statistical databases and could only be produced at disproportionate cost by examination of individual case files.</p><p> </p><p>Applications for documentation certifying permanent residence are refused where they do not meet the requirements set out in EU law in the Free Movement Directive. The Free Movement Directive is clear that those who wish to rely on periods of residence as a student or self-sufficient person must have held comprehensive sickness insurance in order for their residence to count towards permanent residence status.</p> more like this

answer text <p>The Government has committed £129 million to assist with local authority costs over years two-five of the Syrian Vulnerable Persons Resettlement scheme. This is in addition to the first 12 months of a refugee's resettlement costs, which are funded by central government using the <a href="https://en.wikipedia.org/wiki/Official_Development_Assistance" target="_blank">Official Development Assistance</a> budget. The grant to local authorities is not ring fenced, and can be used for example towards support for costs such as counselling, social care and other needs. Funding payments (per individual refugee) can be pooled and managed across all the refugees a local authority takes in.</p><p> </p><p>For unaccompanied asylum seeking children, local authorities receive a daily rate towards the costs of care. Last year the Government significantly increased the funding it provides to local authorities caring for unaccompanied asylum seeking children (UASC) by 28% for those aged 16 and 17 and by 20% for those aged under 16. These rates are based on the information provided to the Home Office by local authorities about their actual expenditure in looking after UASC. We will be conducting a review of these rates in the coming months.</p><p> </p><p>Refugees and asylum seekers also have access to health and education services, which are funded through the normal per capita funding routes. In addition, local authorities are also able to apply to the £140m Controlling Migration Fund which was announced by the Home Secretary in October 2016. This fund is intended to cover a broad range of costs associated with migration and local authorities have been encouraged to consider whether the fund could help with any short-term pressures as a result of recent arrivals of UASC.</p>
