answer	answer is ministerial correction date of answer 19/11/2018 answer text <p>There are a number of factors that have contributed to the recent falls in the volume of suspects charged, prosecuted and convicted of rape. The 2017-18 Violence Against Women and Girls report highlighted a 9.1% fall in referrals of rape flagged cases from the police to the CPS and work is being undertaken to understand the reasons behind this trend. Prosecutors are increasingly using the process of Early Investigative Advice to work with the police early to see what can be done to strengthen the prosecution when it is needed.</p><p>Rape investigations are becoming increasingly complex due to a number of factors, including the growth in relevant digital communications evidence. To address the increasing complexity of cases the CPS have introduced new guidance to help police and prosecutors with reasonable lines of inquiry and communications evidence. There has also been a significant recruitment exercise, which was completed to ensure that RASSO units were equipped to meet the substantial increase in the volume of case referrals from the police. Between July 2015 and October 2018, the number of specialist prosecutors in RASSO units rose by 52% from 138 to 210, with overall staffing in these units increasing by more than a third.</p><p>There has been no change of approach or guidance to CPS prosecutors in their commitment towards the prosecution of rape offences. The CPS has undertaken extensive work over the last decade to ensure that specialist prosecutors are fully equipped to deal with the particular complexities of rape and serious sexual offences and that the Code for Crown Prosecutors is properly applied. This includes understanding victim vulnerabilities and the impact of rape, as well as consent, myths and stereotypes, and the particular difficulties of cases involving vulnerable witnesses and young people. answer	answer is ministerial correction date of answer 23/10/2018 answer text <p>NHS England provides funding, support and guidance to Cancer Alliances to ensure the delivery of improvements in early and faster diagnosis and quality of life for people living with and beyond cancer, including breast cancer patients.</p><p>For this year, all Cancer Alliances have agreed plans in place for using transformation funding, focused on the delivery of NHS England’s 2018/19 Planning Guidance priorities. Migration will begin with begin with small-scale testing (with up to 10,000 people being migrated in 2019) to ensure that the process works well, before the volume of migration increases.</p><p> </p><p>The Managed Migration regulations, will come before Parliament in the autumn, provide the flexibility and fail-safes to protect vulnerable claimants. answer	answer is ministerial correction date of answer 22/10/2018 answer text <p>At the end of September, the total balance of employers’ Apprenticeship Service accounts was £2.7 billion, which includes government top-ups. This will change as payments are made in and out of apprenticeship service accounts. Some of these funds are already committed.</p><p>The apprenticeships programme (and therefore the expenditure) is demand-led. Employers choose which apprenticeships they want to offer, how many apprentices they want to employ and when they want them to begin. We do not anticipate that all employers who pay the levy will need or want to use all the funds in their accounts.</p><p>Levy-paying employers have up to 24 months in which to spend the funds available to them. The 24 month expiry period is designed to give employers time to develop their apprenticeship programmes whilst encouraging employers to take action to create new apprenticeship opportunities. answer	answer is ministerial correction date of answer 15/10/2018 answer text <p>The Intercity Express Programme (IEP) is a government-led investment to deliver new trains onto the Great Western Main Line and the East Coast Mainline. The specification of the trains was developed to deliver the outcomes the Department wanted to achieve with the new fleet, including more passenger seats, reduced journey times and increased reliability. This specification included an extensive, award winning consultation process involving numerous passenger groups representing commuters, cyclists, wheel chair users and visually impaired travellers.</p><p> </p><p>Ahead of introduction of the new trains, there is a comprehensive programme of testing to demonstrate the trains can run safely on the line. The Department along with Hitachi Rail Europe (HRE), Network Rail (NR) and London North Eastern Railway (LNER) are working together to bring these trains into passenger service as soon as possible.
