answer text <p>The Control of Major Accident Hazards Regulations 2015 (COMAH) apply to dangerous substances as classified by the Classification, Labelling and Packaging Regulations 2008. Lithium-ion batteries are considered to be articles, rather than substances, and are therefore outside of the scope of the COMAH.</p><p> </p><p>The Health and Safety Executive considers that the current regulatory framework is sufficient and suitably robust in relation to lithium-ion batteries and battery energy storage systems.</p><p> </p><p>Of particular relevance are the Dangerous Substances and Explosive Atmospheres Regulations which set minimum requirements for the protection of workers and others from fire and explosion risks; the Electricity at Work Regulations which require precautions to be taken against the risk of death or personal injury from electricity in work activities; and the Management of Health and Safety at Work Regulations which require risks to be assessed and appropriately managed. In addition, for large scale battery storage, there are statutory requirements to notify the Fire and Rescue Service to inform their emergency response planning.</p>

answer text <p>The Department’s key obligation is to ensure that claimants receive the benefits that they are entitled to, in a timely manner. We have recently put in place a number of improvements to disability benefits assessments, to ensure that vulnerable customers are identified and all evidence relevant to the claim is taken into account.</p><p> </p><p>The Department is committed to learning from cases where there is suggestion or allegation that the Department’s actions or omissions may have negatively contributed to a customer’s circumstances. We conduct internal retrospective investigations (known as Internal Process Reviews) to capture these lessons, and take them forward to inform future policy and service.</p><p> </p><p>In England and Wales (where engaged) a Coroner has responsibility for concluding the cause of death.</p> more like this

answer text <p>The Department oversees the governance, performance, strategy and financial arrangements of Arm’s-Length Bodies (ALBs) via several mechanisms, which are applicable to both regulatory bodies and non-departmental public bodies (NDPBs).</p><p> </p><p>The relationship between an ALB and the Department is established through a framework document, in line with the Managing Public Money guidance - <a href="https://www.gov.uk/government/publications/managing-public-money" target="_blank">https://www.gov.uk/government/publications/managing-public-money</a>: “3.8.2 The framework document (or equivalent) agreed between an ALB and its sponsor always provides for the sponsor department to exercise meaningful oversight of the ALB’s strategy and performance, pay arrangements and/or major financial transactions, e.g. by monthly returns, standard delegations and exception reporting. The sponsor department’s accounts consolidate those of its ALBs so its accounting officer must be satisfied that the consolidated accounts are accurate and not misleading”.</p><p> </p><p>A NDPB is required to submit to their sponsoring department, an annual report and audited accounts prepared in accordance with the relevant statutes and guidelines. The annual report and accounts provide the sponsoring department with information about the financial and non-financial performance of the NDPB. In addition, they will state if the NDPB has met key performance indicators as set out in their business and corporate plans. The report and accounts are laid in Parliament and, where commercially possible, made available on the NDPB’s website.</p><p> </p><p>In addition to these processes, the Department runs an Annual Assurance Assessment, holds Quarterly Accountability Reviews with the bodies and attends the bodies’ Audit and Risk Committees.</p><p> </p>

answer text <p>We recently reviewed the National Insurance number process for Turkish Businesspersons and introduced a more streamlined process for this group on 9<sup>th</sup> June 2021. The new process accepts the Biometric Residence Permit as evidence of their self-employment, removing the previous need for them to provide evidence that they were gainfully self-employed.</p> more like this

answer text <p>The rates for claimants under 25 years reflect the fact that they are more likely to live in someone else's household and have lower living costs and lower earnings expectations. It also reinforces the stronger work incentives that Universal Credit creates for this age group.</p><p> </p><p>Universal Credit offers excellent employment support for this age group, including the Department’s £2bn Kickstart scheme which is already creating thousands of high-quality jobs for young people.</p><p> </p><p>For claimants who live independently, Universal Credit already includes separate elements to provide support for housing costs, children and childcare costs and support for disabled people and carers.</p> more like this
