answer text <p>The Equality Hub is part of the Cabinet Office, and therefore its work is covered by the Cabinet Office’s wider Outcome Delivery Plan. All departments’ Outcome Delivery Plans for the current year were published on 15 July 2021. The Equality Hub’s work includes development and delivery of specific strategies across government, for example the National Disability Strategy.</p><p>Each department is responsible for the equality work relating to their portfolio. This will be reflected in their Outcome Delivery Plan, Equality Objectives, and other relevant strategies, and equality considerations will be factored into their wider work in line with the public sector equality duty.</p><p>The creation of the new Department for Levelling Up, Housing and Communities reflects the Government’s commitment to levelling up and will be instrumental in driving forward the agenda across government, ensuring we are geared up to deliver on our ambitions. This is a transformative agenda and the Department’s priority is to produce a White Paper which matches our ambition and which will drive change for years to come. The links between levelling up and equality work will be even stronger given the Minister of State for Equalities is now based in that Department.</p>

answer text <p>The Equality Act 2010 does not recognise any precedence of rights beyond the special circumstances of disability. However, in situations where there are multiple protected characteristics to be considered, Government Departments, like other employers or service providers, need to take decisions based on the facts.</p><p>Where the relevant conditions apply, Departments may also choose to take targeted action to advance the interests of and/or meet the specific needs of groups with a particular protected characteristic in accordance with the positive action provisions in the Act.</p> more like this

answer text <p>In common with other legislation, the Equality Act 2010 maintains the long standing principle that it is not appropriate for The Sovereign, personally, to be the subject of legal action in a Court or Tribunal. However, the Royal Household has formal arrangements in place that provide a means of hearing and remedying any complaint that might be raised under the Act.</p><p>There are no plans to review this position.</p> more like this

answer text <p>I welcome the Vodafone report and the work of others to highlight the barriers some carers and parents face when balancing their care and work responsibilities. I met with female employees from Vodafone in May to hear about which initiatives have worked to support them, especially through the pandemic, and what challenges remain.</p><p>The Government recognises the vital role unpaid carers and parents play and has put a range of measures in place to help. In our manifesto we committed to extending the entitlement to leave for unpaid carers to one week. The Government has also funded 25 ‘returner programmes’ to support those with caring responsibilities back to work.</p><p>As we look to Build Back Better, increasing the take up of remote and flexible working will give more freedom and opportunity to people with caring responsibilities. In April the Government reconvened the Flexible Working Taskforce, tasking them to help employers build on the lessons we have learned through the pandemic to embed more flexible ways of working.</p><p>Strong digital connectivity is crucial in supporting more flexible working. This Government’s delivery of national gigabit connectivity means that today, over two in five premises can access gigabit-capable networks, up from just one in ten in November 2019. By the end of the year, 60% will have access, and by 2025 the Government is targeting a minimum of 85% gigabit-capable coverage. In rural areas we are investing £5bn to ensure those living in hard-to-reach areas get the gigabit connectivity they deserve.</p>

answer text <p>The Gender Pay Gap among all employees in the UK continues to decline, currently at a record low of 17.3%.</p><p> </p><p>This year, mandatory reporting regulations have seen over 10,000 employers report their gender pay gap for the second time, with around half of all employers in-scope of the regulations publishing action plans.</p><p> </p><p>To close the gap entirely we need a much wider cultural change, which can’t be imposed from above. We strongly encourage all employers to publish action plans, prompting discussions about the drivers of the pay gap in their organisations. To support employers, we have published advice on how to diagnose their gaps and develop an effective action plan, alongside evidence-based guidance on practical actions they can take to close the gap. We actively disseminate this guidance to employers throughout the year to ensure they have the information they need to create an action plan.</p><p> </p><p>This position is kept under review. If we do not think that employers are making enough progress, we will act.</p>
