answer text <p>On business rates, the Government has announced a package of support worth £13.6 billion for businesses over the next five years. Together with the revaluation, this package ensures bills will more accurately reflect current market values whilst protecting businesses from large bill increases.</p><p> </p><p>The Government's generous Small Business Rate Relief scheme sees over a third of properties (720,000) pay no business rates at all, with an additional 76,000 in the taper seeing their bills reduced. Combined with an updated Retail, Hospitality &amp; Leisure (RHL) relief, 80% of RHL properties will see bills fall or stay the same at the 2023 Revaluation, protecting the UK's high street businesses.</p><p> </p><p>The Government is also providing over £500 million of support over the next three years with a new Supporting Small Business scheme. This will cap bill increases to £50 per month (£600 per year) for businesses losing some or all of their Small Business or Rural Rate Relief due to the revaluation.</p><p> </p><p>The Government recognises that accounting for VAT can be a burden on businesses. This is why, at £85,000, the UK has a higher VAT registration threshold than any EU Member State and the second highest in the OECD. This keeps the majority of UK businesses out of VAT altogether.</p><p> </p><p>Although the Government keeps all taxes under review, there are no current plans to change the levels of VAT.</p>

The Government does not intervene in these decisions or make direct assessments of these branch networks.</p><p> </p><p>Guidance from the Financial Conduct Authority sets out its expectation of firms when they are deciding to reduce their physical branches or the number of free-to-use ATMs. Firms are expected to carefully consider the impact of planned branch closures on the everyday banking and cash access needs of their customers and consider possible alternative access arrangements. This ensures that the implementation of closure decisions is undertaken in a way that treats customers fairly.</p><p /><p>Regarding the ATM network specifically, LINK (the scheme that runs the UK's largest ATM network) has commitments to protect the broad geographic spread of free-to-use ATMs and is held to account against these commitments by the Payment Systems Regulator.</p><p> </p><p>LINK publishes the total number of free-to-use and pay-to-use ATMs across the UK on a regular basis. answer text <p>LISA funds, including any government bonus, can be withdrawn for the purchase of a first home valued under £450,000, in the case of terminal illness or from age 60. Withdrawals for any other reason are subject to a 25% fee to recoups the government bonus and any interest or growth arising from it.</p><p> </p><p>Data from the latest UK House Price Index demonstrates that the average price paid by first-time buyers is below the Lifetime ISA property price cap in all regions of the UK except for Inner London, where the average price paid is affected by Boroughs with very high property values. The Office for Budget Responsibility is also forecasting for house prices to fall by 9% by the end of 2024.</p><p> </p><p>The Government keeps the operational aspects of the Lifetime ISA under review, as it does all aspects of the tax system, with any changes being announced at a fiscal event.</p> more like this

answer text <p>The Government engages with a range of stakeholders on issues relating to the Local Housing Allowance, homelessness and temporary accommodation.</p><p>In April 2020, in response to the pandemic, Local Housing Allowance rates were raised to the 30th percentile of market rates. As a result of this increase, over 1.5 million households gained just over £600 per year on average in 2020/21. We have maintained rates at this elevated cash level and will continue to review rates annually.</p><p>Discretionary Housing Payments (DHPs) are also available from local authorities for tenants who face a shortfall in meeting their housing costs. Since 2011 the Government has provided nearly £1.6 billion in DHP funding to local authorities.</p><p>The Government is committed to preventing homelessness where possible. We have allocated £654 million through the Homelessness Prevention Grant which provides funding to enable Local Authorities to invest in prevention activities and helps meet their temporary accommodation costs. This is in addition to the £50m top-up to the Homelessness Prevention Grant for 2022/23 announced in December.</p>
