answer text <p>The Prime Minister has appointed Douglas Oakervee to chair an independent review of HS2 to consider whether and how we proceed with the project. The review will consider all existing evidence on the project and consider a number of aspects of the programme, including its benefits and impacts; affordability and efficiency; deliverability; and scope and phasing, including its relationship with Northern Powerhouse Rail. The Review’s full terms of reference are available on gov.uk. Allan Cook’s findings will be part of the evidence for this review.</p><p> </p><p>A final report will be sent to the Department in the autumn to inform the Government’s decision on the next steps for the project. We will publish this Review and take decisions on the HS2 project once we have considered the findings.</p><p><ins class="ministerial">The Government has published Allan Cook's assessment and is available in the libraries of both Houses.</ins></p><p><del class="ministerial">The Government intends to publish Allan Cook’s assessment in due course.</del></p>

answer text <p>As Minister responsible for shipping matters, I am aware that the Maritime and Coastguard Agency (MCA) has a generally good relationship with operators of older passenger boats.</p><p> </p><p>The MCA stakeholder group for the sector, the Domestic Passenger Safety Steering Group (DPSSG), meets annually, and the MCA’s proposals related to older passenger boats have been discussed by the DPSSG.</p><p> </p><p>In addition, the MCA has hosted five workshops with stakeholders, three in 2016, one in November 2018 and another in March 2019, on the proposals for revising older passenger vessel standards, as well as carrying out two public consultations.</p><p> </p><p>MCA officials also regularly engage with individual operators on an ad hoc basis.</p> more like this

answer text <p>The Government recognises passengers need the certainty of reliable and safe journeys, and is determined to work with industry to improve performance on the railway.</p><p> </p><p>With regard to rails buckling, Network Rail have been treating rails to enable them to cope with heat, and have been applying reflective paint to reduce the heat absorbed. Since 2003, these methods have decreased the number of rail buckling incidents by 83%.</p><p> </p><p>After all periods of poor weather, Network Rail undertakes a lessons process to identify actions that were successful in managing the issues and where further action and improvement is needed. In addition, Network Rail is also looking to the longer term and has in place a weather resilience and climate change strategy to ensure the infrastructure can cope with climate change and short-term periods of extreme weather.</p><p> </p><p>One of the top priorities for the Secretary of State and myself is to get the trains running on time, which is why we are investing a record £48bn to modernise our network, boost reliability and create a railway fit for the 21st century.</p><p> </p>

answer text <p>The Department has commissioned railway expert Richard George to work with the operators and Network Rail to develop and support initiatives that aim to improve capacity and performance of the Castlefield Corridor.</p><p>Network Rail have undertaken an interim review on capacity improvements for the infrastructure. This report is currently being considered by the Department, and will then consider the next steps.</p><p>Network Rail applied for a Transport and Works Act Order for the Manchester Piccadilly and Oxford Road Capacity Enhancement scheme. answer text <p>In February 2018 the Government challenged the industry to produce a vision for how all diesel-only trains could be removed from the rail network by 2040. In response, an industry taskforce, led by Malcom Brown, has identified technologies that can be used to decarbonise rail: electrification and both hydrogen and battery power.</p><p> </p><p>We are working with Network Rail to develop a decarbonisation strategy for the rail network to ensure that rail makes its contribution to achieving the Government’s target of net zero greenhouse gas emissions by 2050.</p> more like this

answer text <p>Government funding and leadership, alongside private sector investment, has supported the installation of more than 20,000 public chargepoints. This includes over 2,000 rapid chargepoints – one of the largest networks in Europe. Our grant schemes and our £400m public-private Charging Infrastructure Investment Fund will see thousands more electric vehicle chargepoints installed across the UK.</p><p> </p><p>The majority of public chargepoints are funded privately and Government does not keep a record of their numbers. Through the On-street Residential chargepoint Scheme (ORCS), the Government has provided grant funding for 90 chargepoints in the Coventry area in the West Midlands, with 78 installed so far. Birmingham has not yet applied for any ORCS funding. The ORCS remains open for applications from Local Authorities with funding doubled for this financial year.</p><p> </p><p>Zap-Map (<a href="https://www.zap-map.com/" target="_blank">https://www.zap-map.com/</a>) can show where all public chargepoints in the West Midlands and Birmingham area are, as well as across the whole of the UK. As of 18 July 2019, Zap-Map data reported the number of publicly accessible charge points in the West Midlands as 764 and in Birmingham as 89.</p>
