The project is on time and on budget. In 2014-15 Network Rail was not consolidated within the Departmental Accounts and therefore the Accounts show that we funded them not only through the Network Grant but also this loan, which were budgeted for in CDEL and CAME respectively. For 2015-16, both of these items scored outside of budgets and instead we fully consolidated Network Rail’s income and expenditure in the Accounts. This is reflected in the change in capital spend figures in 2014/15 and 2015/16.</p><p> </p>

answer text <p>The Government has implemented measures to encourage cleaner and more fuel efficient HGVs including increasing rewards for renewable gaseous fuels under the Renewable Transport Fuel Obligation, the £11m Low Carbon Truck Trial, a £25m Advanced Biofuels Demonstration Competition, and £24 million funding to enable the freight and logistics sector to trial the very latest in innovative low and zero emission vehicle technologies in fleets.</p><p> </p><p>The Department for Transport is making good progress on its review of options to further reduce CO<sub>2</sub> emissions from the road freight sector, which we intend to publish shortly. The Government now looking ahead to our emission reduction plan which will set out the steps we will meet our carbon budgets through the 2020s.</p><p> </p><p>The Department is also engaged in EU negotiations on heavy duty vehicle CO<sub>2</sub> regulations, which will cover the monitoring and reporting of fuel consumption and CO<sub>2</sub> emissions from all new HGVs.</p>

answer text <p>Vehicle noise emissions requirements are harmonized at EU level. Officials from the Department for Transport are actively involved in developing new EU regulations to reduce noise emissions from motorcycles, cars, and commercial vehicles.</p><p> </p><p>More stringent limits for cars and commercial vehicles came into force in July 2016 with further reductions scheduled for 2020 and 2024. The EU Commission are currently studying motorcycle noise. They are obliged to introduce new, more stringent requirements for motorcycles registered after 1 January 2021. The limit values are not yet set, but will be developed together with the United Nations Economic Commission for Europe, in order to obtain wider harmonisation. This work may involve development of a new test procedure.</p><p> </p> more like this
