answer text <p>In the absence of functioning devolved institutions, Northern Ireland Office officials are working with their counterparts in the Northern Ireland Executive Department of Finance on the budget allocations for the next financial year. Based on the Northern Ireland budget position for the 2022-23 financial year, the expectation is that balancing the 2023-24 budget will be extremely challenging.</p><p> </p><p>The UK Government recognises that there will be impacts on people and businesses in Northern Ireland as a result of the difficult decisions needed in order for Northern Ireland Executive departments to live within their budgets. It remains the UK Government’s firm view that the right people to make these decisions are locally elected politicians in a fully functioning Northern Ireland Executive and local Assembly. In the absence of these, it will be for the relevant Northern Ireland Executive department, in this case the Department for Infrastructure, to manage its funding, including provision for rural community transport.</p><p> </p>

answer text <p>The Government is acutely aware of the pressures facing the health service in Northern Ireland, including on cancer treatment.</p><p> </p><p>A fully functioning devolved government is the best way to deliver the necessary reforms to transform healthcare and cut waiting lists. answer text <p>The Northern Ireland Troubles (Legacy and Reconciliation) Bill, which is continuing its passage through Parliament, places a duty on the Independent Commission for Reconciliation and Information Recovery (ICRIR) to carry out reviews of Troubles-related deaths and cases of specified serious injury when requested.</p><p> </p><p>The Bill clearly defines which individuals will be able to request a review into a death or serious injury.</p><p> </p><p>Requesting a review will not involve entering into a legal process. Legal Aid - which is devolved and delivered by the Department of Justice in Northern Ireland - will therefore not be required when requesting a review.</p> more like this

answer text <p>The Government will answer any questions of governance in Northern Ireland that are not devolved. For matters of devolved governance in the absence of a Northern Ireland Executive and Assembly, the Northern Ireland (Executive Formation etc.) Act provides Northern Ireland civil servants with the clarity they require to take the limited but necessary decisions to maintain delivery of public services and operate in the public interest. Any questions relating to devolved matters should therefore be directed to Northern Ireland departments.</p><p>This Government recognises that this is not an ideal situation and will keep the current governance arrangements, and the accountability measures within these, under review. Ultimately, the best way for Northern Ireland to be governed is by the Northern Ireland devolved institutions. It remains this Government’s priority to work towards restoring these institutions.</p> more like this

answer text <p>Policing is a devolved matter in Northern Ireland and the Police Service of Northern Ireland’s main budget is allocated by the Department of Justice from the Northern Ireland block grant.</p><p>The recent Budget that the Secretary of State set for Northern Ireland provides the Northern Ireland Department of Justice with a 3.1% uplift on its 2021-2022 budget with a total allocation of £1.18 billion.</p><p>Since 2010, the UK Government has also provided the PSNI with the additional security funding it needs to ensure that it has the resources to tackle the threat from Northern Ireland-related terrorism. This additional security funding ensures PSNI’s ability to tackle the terrorist threat while ensuring day-to-day policing is not compromised. The contribution for the financial year 2022/23 is £32 million. This is the same that has been provided each year since 2015/16. This continued level of Additional Security Funding for the PSNI from the UKG has been confirmed through to 2024/25.</p><p>In addition to the direct support to the PSNI through Additional Security Funding, the Government has also committed circa £8 million per year (through the spending review 2021 and New Decade New Approach funding) to the Tackling Paramilitarism Programme to match NI Executive funding until the end of the second phase of the Programme in March 2024. The Programme supports the Paramilitary Crime Task Force, which includes PSNI, the National Crime Agency and His Majesty’s Revenue and Customs.</p><p> </p>
