Government funding also covers the cost of any works which are integral to the safe removal and replacement of an unsafe cladding system. <br> <br> This can include associated costs such as fire cavity barriers where they are integral to the cladding replacement. Levelling up is about spreading opportunity and boosting living standards across the nation, including addressing local pockets of deprivation. We will be setting out our proposals to deliver on Levelling Up in a White Paper later this year. As noted in the response to Question UIN 58512, the intention of the policy is to improve the support available to voters with disabilities and ensure that Returning Officers are better able to support people with a wider range of disabilities by removing barriers to change and innovation.</p><p>This change has arisen following the Government's Call for Evidence on Access to Elections. Responses from disabled people and organisations that represent their interests made clear that the current approach of requiring Returning Officers to solely provide a prescribed device was not the best approach to meet the varied needs of disabled electors. answer	answer is ministerial correction date of answer 18/11/2021 answer text <p>In order to make First Homes available to local people and key workers as soon as possible, the First Homes Early Delivery Programme encourages housebuilders to convert Market Sale homes currently under construction to First Homes.</p><p><br> Over the summer we announced the launch of the first three First Homes sites in Derbyshire, Staffordshire and County Durham as part of the First Homes Early Delivery Programme, where homes are continuing to become available on the market.</p><p><br> Homes England also concluded a procurement process in October to deliver 1,500 First Homes by March 2023. Since 2012 local authorities have had the freedom to decide how to invest in their housing stock. In 2018 we made this easier by abolishing the Housing Revenue Account borrowing cap, giving local authorities greater flexibility to borrow for investment in housing. answer	answer is ministerial correction date of answer 24/11/2021 answer text <p>There is a long-standing principle – as originally recommended by the Committee on Standards in Public Life in 1998 – that permissible donors are those on the UK electoral register. If one can vote for a party, then one should be able to donate to it. Foreign donations are banned.</p><p>Election law already allows for registered British expatriates to vote in UK Parliamentary elections, and also to make donations (up to 15 years from leaving the UK). The Election Bill makes no change to that principle, merely it removes the arbitrary 15 year period.</p><p>Since the adoption of universal suffrage, taxation has never been the basis for enfranchisement in our democracy. Some British citizens who work abroad, and who can already vote under the current ‘15 year rule’, only pay tax in the overseas country in which they work. Equally, other British expatriates will currently pay tax on their pensions, property and investments in the UK, but still not have a right to vote.</p><p>Within the UK, those who do not pay income tax, such as those earning less than the tax-free personal allowance, rightly remain entitled to vote. Similarly, full-time students are legally exempt from paying council tax, but rightly still have the right to vote in local elections for the local authority which sets that council tax.</p><p>I also refer the Hon.
