answer text <p>In 2014, the Government published a consultation paper and response assessing the potential merits of provision for non-religious belief marriages. This concluded that the matter was complex, and that by allowing Humanists to solemnise marriages in unrestricted locations, the Government would create a provision for Humanists that would not be available to all groups.</p><p> </p><p>To ensure we are considering the implications of changing the law on marriage for all groups, we invited the Law Commission to undertake a review which is currently underway and is expected to report in July of this year. By looking at the law comprehensively, the Law Commission will seek to put forward proposals that would ensure that, insofar as possible, groups and couples are all subject to the same rules and the same level of regulation. That reform is not possible by only authorising Humanist weddings, even on a temporary basis pending the Law Commission report.</p><p> </p><p>The Government will carefully consider the Law Commission’s recommendations when the final report is published in July, and it is right for us to wait for the outcome of the report before amending marriage law any further.</p>

answer text <p>The administration of probate applications is dealt with as a national service, covering England and Wales.</p><p>Average waiting times for probate grants, from July 2019 to September 2021, are published on gov.uk via Family Court Statistics Quarterly (Table 25):</p><p><a href="https://www.gov.uk/government/collections/family-court-statistics-quarterly" target="_blank">https://www.gov.uk/government/collections/family-court-statistics-quarterly</a></p><p>Information for the period up to December 2021 will be published on 31 March.</p><p>More recent management information published by HM Courts and Tribunals Service (HMCTS), which does not go through the same level of quality assurance and analysis as the Family Court Statistics Quarterly, provides waiting time information up to December 2021: <a href="https://www.gov.uk/government/statistical-data-sets/hmcts-management-information-december-2021" target="_blank">https://www.gov.uk/government/statistical-data-sets/hmcts-management-information-december-2021</a>.</p><p>Despite the unprecedented challenges faced by the probate service during the Covid 19 pandemic, and as a result of HMCTS increasing resources to meet demand, the average length of time taken for a grant of probate following receipt of the documents required is between five and seven weeks.</p><p>The improvement of the online probate system remains a priority for HMCTS, to ensure more applications can be issued first time and resources can be focused on reducing waiting times. To answer the question, a manual check would be needed of each instance of an offender serving an imprisonment for public protection (IPP) sentence on licence being recalled to custody, where the reason given includes further charges (approximately 1,900). This could be completed only at disproportionate cost.</p><p>An offender on an IPP licence is recalled to custody where they breach their licence conditions in a way which indicates escalating risk, such that the supervising officer determines that they can no longer be safely managed in the community.</p> more like this

answer text <p>The reason for the difference between figures provided in the response to HL5530 and table 5.1a of the Female Offender Strategy supporting data tables is a change in methodology.</p><p> </p><p>The figures provided in table 5.1a were calculated using travelling distance (i.e. the distance of a road journey between 2 destinations). From 2019, the methodology used to extract information on prisoners’ distance from home changed to the straight-line distance approach used in the answer to HL5530 and other similar questions.</p><p> </p><p>Straight-line modelling is the most consistent calculation method. Attempts to model based on travelling distance are subject to significant temporal and geographical variation (e.g. inner city travel time).</p> more like this
