answer	answer is ministerial correction date of answer 01/06/2016 answer text <p>All DFID aid in Ethiopia is administered through specific programmes, each with a strong set of controls, high standard monitoring and strong DFID oversight. Aid in Ethiopia is distributed through a number of channels. Where a programme is administered using government systems a standard fiduciary risk assessment evaluating the national public financial management system is mandatory. As with all aid spending, strong checks and balances and regular monitoring ensure that aid is used for the purposes intended.</p><p>UK aid in Ethiopia has contributed to the remarkable developmental gains the country has made over the past decade. As outlined in the policy, DFID makes regular assessments of partnership principles based on a wide range of sources. Historically, BME staff were under-represented: both in terms of previous recruitment patterns and the number and proportion in higher grades, both of these factors have contributed to the differences in average salaries.</p><p>We are making progress the proportion of BME staff in the Civil Service has risen from 9.2% in 2010 to 10.6% in 2015, but we recognise that there is still more to do.</p><p>In March, the Government published its 2016 Talent Action Plan for the Civil Service. This includes the Central Emergency Response Fund (CERF) , which was established by the UN and other leading donors to enable rapid emergency response. The CERF is doing an assessment of the situation following the rainfall and landslips in Sri Lanka. The UK, along with other leading donors, will provide support as required through this coordinated response mechanism.</p><p>The UK is the biggest contributor to the CERF, having provided in excess of $855m in the last 10 years. answer	answer is ministerial correction date of answer 26/05/2016 answer text <p>Education Cannot Wait is designed to bring together the expertise, energy and capabilities of different actors, to work together more effectively on education in emergencies and protracted crises. A diverse range of organisations were involved in the development of the fund – including UN agencies, donors, recipient countries and civil society – through a consultative process co-chaired by the UK and Canada. The fund is intended to enable agencies to do more of what they currently do well in the sector, for example through providing support to strengthen the humanitarian education cluster at a global and local level.
