Remote sensing does exist, but can only operate in extremely technically sophisticated environments, and even then can only provide limited warning of a few seconds or minutes in which to respond. As such the UK Government does not provide remote sensing data to detect, forecast, and provide warning of earthquakes in Afghanistan.</p><p>When it comes to other forms of natural disaster, DFID funds a resilience and disaster risk reduction programme in Afghanistan which provides £9.6m over four years (2015-18) to an NGO consortium called Afghanistan Resilience Consortium (ARC). Since September 2015, we have been supporting over 350,000 people in the worst affected areas, through cash transfers, in a £15m programme ending in July 2016.</p><p>An estimated 2.8 million people currently face food insecurity in Zimbabwe, so the UK is also helping to build their longer term resilience to future droughts. Our financial assistance to the PA is used to pay the salaries of civil servant and pensioners. Our support is provided through a multi-donor trust fund administered by the World Bank, which carries out close monitoring of PA expenditure. Only named civil servants from a pre-approved EU list are eligible, and the vetting process ensures that our funds do not benefit terrorist groups. answer	answer is ministerial correction date of answer 20/04/2016 answer text <p>Across Syria, Assad and other parties to the conflict are wilfully impeding humanitarian access on a day-by-day basis. It is unacceptable and illegal to use starvation as a weapon of war. The UK has given support to the UN and international NGOs since the start of the conflict to deliver aid to these areas and are pushing for humanitarian access to be granted to all besieged and hard to reach places in Syria through the International Syria Support Group Humanitarian taskforce and our position in the UN Security Council.</p><p>The United Nations has been unable to deliver assistance to the 4,000 people besieged by the Syrian Regime in Daraya since November 2012, despite repeated requests for permission. The UN report that humanitarian conditions there are dire and it stands ready to deliver assistance as soon as access is granted by the Syrian regime. The UN has not ruled out air drops to locations in Syria, but aid delivered by road, by UN agencies and by others who know the situation on the ground, and who can ensure it gets to those who need it most, remains the best way of getting help through. The UK works with the UN and others on small infrastructure projects that support humanitarian efforts, such as the building/maintenance of roads, airstrips and camps; and projects that are driven by local communities, such as building of water points, dykes, bridges and schools. Peace and security, including the overdue formation of the transitional government of national unity, are essential for progress on the development of South Sudan. We are committed to working with those countries that will be represented at the conference, and others, to combat discrimination and violence against LGB&amp;T people. This forms an important part of our wider international human rights work. DFID is assessing the benefits of including representatives from the department at the Global LGBTI Human Rights Conference through discussion with key lesbian, gay, bisexual and transgender (LGB&amp;T) organisations and with other government departments. We are the largest contributor to the Iraq Humanitarian Pooled Fund, which can provide rapid disbursements in the event of crises, such as sudden population displacements resulting from military operations. We have funded a contingency planning specialist to work with the Government of Iraq (GOI), Kurdistan Regional Government (KRG) and the UN to support the humanitarian system in responding to needs arising from military efforts to liberate Mosul.
