answer text <p>A Statement of Community Involvement (SCI) is normally used in the development of a Local Plan by a local planning authority. However, in the case of a change of use application which was the subject of the Special Development Order (SDO) then an SCI would generally not be required. It is for the developer to decide if they wish to submit an SCI which would usually provide a summary of who, when and how stakeholders had been engaged with. An SCI will not be produced as it is not a requirement of the SDO; however, we have sought to engage with the local community through correspondence and the provision of relevant information on the gov.uk website.</p> more like this

answer text <p>The United Kingdom has a statutory obligation to provide support and accommodation to asylum seekers who would otherwise be destitute. The record numbers of individuals illegally crossing the Channel has meant the asylum acommodation system is under immense pressure. Ongoing use of Napier and the development of new accommodation models, are vital to our ability to continue to meet the ongoing demand to accommodate destitute asylum seekers.</p><p>To ensure that this much-needed facility continues to provide accommodation, officials prepared a planning proposal extending our use of Napier until 2025, and on 27 August 2021 we laid a Special Development Order (SDO) which came into effect on 21 September 2021. A statement of community involvement will not be produced as it is not a requirement of the Special Development Order; however, we have sought to engage with the local community through correspondence and the provision of relevant information on the gov.uk website.</p><p> </p> more like this

answer text <p>On 11 May there were 314 residents at Napier Barracks, all of whom are asylum seekers. Napier Barracks does not accommodate refugees. The numbers change daily in line with arrivals and dispersals and the current maximum occupancy is 328.</p> more like this

A number of changes were introduced to the accommodation arrangements and other facilities at the site following the High Court judgment, generally aimed at more effectively managing Covid risks, better safeguarding arrangements, improvements in the living conditions and other facilities and clearer information to the residents on a range of matters, including that they are free to leave the site if they wish.</p>

answer text <p>The responsibility for locating properties the asylum seekers will move on to, is discharged through a partnership approach with local authorities (LA), involving extensive consultation about local impacts.</p><p> </p><p>Accommodation is offered on a no-choice basis across the United Kingdom and there are established mechanisms in place, via Migrant Help and Support Casework, if individuals have a specific, acute need to be accommodated in a particular area.</p><p> </p><p>We are in continuous dialogue with local authorities to encourage greater participation in the dispersal accommodation system to increase the number of areas which take part in this work.</p> more like this

answer text <p>Given the increasing pressure on the asylum accommodation system, the Home Office took the decision that retaining the use of Napier beyond 21 September 2021 was necessary to ensure sufficient accommodation was available to uphold our statutory requirement.</p><p>The Home Office engaged with statutory partners, members of parliament and local government before the SDO was laid before Parliament. The timing of this decision and the circumstances in which it was made (i.e. the quickly growing need to secure accommodation) dictated only a limited level of engagement could be undertaken.</p><p>The Home Office is currently consulting on the continued use of Napier Barracks as accommodation for eligible asylum seekers whilst their claims for asylum are being considered. The consultation description is available at: <a href="https://www.gov.uk/government/consultations/napier-barracks-planning-application" target="_blank"><strong>Napier barracks planning application</strong></a> (www.gov.uk)</p><p>All representations made in relation to the Planning Application will be considered to inform the planning process and any representation will be contained within a Statement of Community Involvement (SCI) report.
