Clinicians will weigh the benefits and risks of any medicine for an individual patient before making a prescribing decision. answer	answer is ministerial correction date of answer 17/10/2018 answer text <p>NHS Blood and Transplant (NHSBT) is responsible for the collection, manufacturing and issuing of blood products to the NHS in England. NHSBT needs to collect more than 6,000 blood donations every day to treat patients in need across England.</p><p> </p><p>NHSBT undertake a range of activities to drive recruitment of around 200,000 new donors each year to off-set donors who can longer donate for reasons such as illness, travel or pregnancy. In addition, NHSBT has undertaken work to change its donor base to better reflect the needs of NHS patients. In particular, it is working to recruit a significant number of new blood donors from a black African or black Caribbean background.</p><p> </p><p>Initiatives to support this goal have included work with black Christian churches across England, to encourage more black donors to register, book an appointment and give blood. NHSBT continues to work with black Asian and minority ethnic charity partners, including the Islamic Unity Society and Sewaday to promote registration drives and publicise sessions. It has also carried out Know Your Type events in high population Black, Asian and Minority Ethnic areas where individuals can learn their blood type with a finger prick test and be encouraged to book an appointment to donate.</p><p> </p><p>NHSBT has continued this promotion in 2018 with the B Positive choir, which was created by NHSBT. The members include blood donors and blood recipients, people who have blood-related medical conditions such as sickle cell disease, their families, friends and people who work with blood.</p><p> </p><p>NHSBT is currently implementing the ‘Taking Organ Transplantation to 2020: A UK Strategy’ which was launched in 2013. The strategy aims to achieve world class performance in organ donation and transplantation. It was developed by NHSBT and the four United Kingdom Health Departments. The strategy set the agenda for increasing organ donation and transplantation rates to world class standards over the next few years.</p><p> </p><p>There is an urgent shortage of organs for people from all backgrounds. The problem is particularly acute for black, Asian and minority ethnic patients. These patients are over-represented on the waiting list. They are more likely to need an organ transplant than the rest of the population as they are more susceptible to illnesses such as diabetes and hypertension, which could result in organ failure. NHSBT is running a number of projects and engaging with stakeholders to address this issue.</p><p> </p><p>During Organ Donation Week 2018 NHSBT and the Department announced a community investment scheme to break down myths and barriers and increase support for organ donation among black, Asian and ethnic minority communities. Community and faith-based groups from across England and Wales were invited to apply for funding for projects to promote organ donation. An estimated £115,000 has been made available for projects in England in the first year of the scheme.</p><p> </p><p>Despite these efforts, there are over 5,000 people on a transplant waiting list in England. To address this challenge, in October 2017, the Prime Minister announced plans to increase organ donation by shifting the balance of presumption in favour of organ donation. answer	answer is ministerial correction date of answer 16/10/2018 answer text <p>Implementing the Five Year Forward View for Mental Health, published by NHS England in 2016, sets out the planned expenditure for additional cash term funding for mental health through to 2020/21.</p><p> </p><p>We are making an additional £1.4 billion available in cash terms in order to transform services, which includes our ambition for an additional 70,000 children and young people a year to receive access to specialist mental health services by 2020/21.</p><p> </p><p>Clinical commissioning group (CCG) spending on children and young people’s mental health increased by 20% from £516 million in 2015/16 to £619 million in 2016/17. The latest refresh of the National Health Service mandate now requires for all CCGs to meet the Mental Health Investment Standard, which requires areas to increase mental health funding by at least the overall growth in their allocation each year. Our joint health and education Green Paper aims to further improve provision of services in schools and colleges, bolster links between schools, colleges and the NHS and pilot a four week waiting time. This will mean the NHS budget will increase by over £20 billion in real terms by 2023-24 compared with today.</p><p> </p><p>This additional funding will underpin a 10-year plan to guarantee the future of the NHS for the long term. NHS leaders are currently developing the long-term plan and, as such, no decision has yet been taken on the share of funds to be allocated to mental health services for children and young people under the multi-year financial settlement. However, the Government has been clear that significantly improving access to good mental health services is one of the principles it expects to underpin the long-term plan. This includes ensuring there are sufficient routine appointments available at evenings and weekends to meet locally determined demand, alongside effective access to out of hours and urgent care services. This will help to reduce pressures on general practice and the wider system, including accident and emergency attendances. Millions of patients have already benefitted from improved access to general practice services.</p><p> </p><p>Expanded/extended access to general practice is one of the key elements of NHS England’s Urgent and Emergency Care (UEC) review. As set out in the Next Steps on the NHS Five Year Forward View, the aim of the UEC review is to make access to urgent and emergency services clearer for patients and to remove the mix of walk-in centres, minor injury units and urgent care centres, in addition to the numerous general practitioner health services and surgeries offering varied levels of core and extended services. To address this, new urgent treatment centres which are community and primary care facilities providing access to urgent treatment for a local population, are being introduced which will standardise this range of options and simplify the system so patients know where to go and have clarity of which services are on offer. The NIHR welcomes funding applications for research into any aspect of human health, including irritable bowel syndrome. It is not usual practice to ring-fence funds for particular topics or conditions. Applications are subject to peer review and judged in open competition, with awards being made on the basis of the importance of the topic to patients and health and care services, value for money and scientific quality.</p><p> </p><p>Since 2015, the NIHR has continued to fund and support a range of research on irritable bowel syndrome, including four projects totalling approximately £3.8 million, and over 20 studies totalling approximately £557,000.
