answer text <p>The UK (through the Department for International Development) joined an international effort to provide funding to the census in 2014 because it will be a critical step in the country's development process, underpinning better planning and delivery of vital services and infrastructure, such as schools, roads and hospitals.</p><p>The UK, UN and other international donors argued strongly for the right of all people to be enumerated fairly and to be able, where necessary, to self-identify their ethnicity in the census. In most areas where the census was conducted, self-identification was permitted. We were deeply disappointed that, in the case of the Rohingya, the Burmese government contravened its long-standing assurance that all individuals would have the right to self-identify their ethnic origin. We have been clear that this decision is contrary to international norms and standards on census conduct. The Minister of State, my Rt. Hon. Friend the Member for East Devon (Mr Swire), summoned the Burmese Ambassador on 7 April to make these concerns clear.</p><p>Reports from independent international observers of the census suggest that, with the exception of Rakhine and parts of Kachin state, the enumeration process appears to have been largely carried out effectively. We continue to closely monitor the process.</p>

Friend the Member for Boston and Skegness (Mr Simmonds), wrote to Professor Ibrahim Ghandour, adviser to the Sudanese President, urging al-Sadiq al-Mahdi's release. The Parliamentary-Under Secretary of State at the Department for International Development, my Hon. Friend the Member for Hornsey and Wood Green (Ms Featherstone), also raised this issue with the Foreign Minister of Sudan on 20 May. Following the arrest, the British Embassy in Khartoum issued a statement expressing our concerns and highlighting that such actions undermine the President of Sudan's initiative for a National Dialogue. We have made clear that the process for National Dialogue needs to be inclusive and this can only be achieved if senior political and community figures are able to speak freely.</p> more like this

answer text <p>Freedom of expression and an independent media are vital components of a genuinely open and transparent National Dialogue process. Our Embassy in Khartoum regularly raises this in discussions with the Sudanese Authorities, and jointly with the British Council is funding the Thompson Foundation programme to build capacity for Sudanese journalism. Examples include media training and a sponsored visit to London by Sudanese newspaper editors. During his visit to Sudan in January the Minister for Africa, my Hon Friend the Member for Boston and Skegness (Mr Simmonds), met Sudanese journalists and editors and stressed to senior members of the Sudanese government the importance of open democratic space and respect for fundamental freedoms.</p> more like this

answer text <p>The UN Commission of Inquiry's (COI) report on human rights in the Democratic People's Republic of Korea (DPRK) recommended that states with historically friendly ties, major donors and potential donors and those states engaged in the DPRK through the Six-Party Talks framework form a human rights contact group. Although the UK does not fall into the aforementioned categories, a senior Foreign and Commonwealth Office official did meet COI members in April to discuss a range of issues associated with human rights in the DPRK, including the proposal to form a contact group. However, the group has not yet been formed nor have potential members formally been identified. The Minister of State, my Right hon. Friend the Member for East Devon (Mr Swire), also discussed this with Ambassadors and senior UN Officals in Geneva on 18 June.</p><p>The UK continues to raise concerns over the DPRK human rights situation during meetings with the authorities, most recently with the DPRK Ambassador to the UK in May, but also in Pyongyang where we do so both bilaterally and alongside other EU diplomatic missions.</p>

answer text <p>There are currently no negotiations for a voluntary code of conduct in the United Nations Security Council to help prevent the use the veto in situations where mass atrocities are taking place. I am of course aware of the proposal put forward by France and think that it offers an important contribution to the wider debate on reform of the Security Council and I welcome the interest that this initiative has created. The United Kingdom wholeheartedly supports the principle that the Security Council must act to stop mass atrocities and crimes against humanity. We cannot envisage circumstances where we would use our veto to block such action.</p> more like this

answer text <p>We recognise the concerns over the specific cases raised in the question. Although we have not made representations on those specific cases, together with our EU partners, we continue to have a frequent and comprehensive dialogue with the Turkish authorities on human rights and Kurdish issues.</p><p>The attacks on and imprisonment of Kurdish journalists and lawyers reflects the wider issue of the need to protect fundamental freedoms in Turkey. We share the concerns of the Council of Europe, the OSCE and the EU Commission over freedom of expression and separation of powers between the judiciary and the government. We will continue to work closely with the EU delegation in Ankara and with the EU Commission in Brussels and maintain our engagement with Turkey to encourage progress on governance and human rights issues.</p><p>Despite these challenges, we are encouraged by the positive steps taken by the Turkish government to improve protections for minorities. The EU Commission's 2013 Annual Progress Report recognised the significance of the 4th Judicial Reform and Democratization Packages and specifically the progress made on the reform of the legal framework for terrorist offences. Further narrowing of the scope of this legal framework would aid the development of a genuinely open and free press.</p>
