We are particularly concerned by the increase in criminal and terrorist violence across Nigeria, which is having an impact on the human rights of those affected, including the right to life. We are also concerned by allegations of serious human rights violations committed by the police and military, including those currently under investigation by the judicial panels of inquiry established following last year's #EndSARS protests. The Nigerian Government's recent decision to ban Twitter is also a troubling development, with an impact on Nigerians' freedom of expression.</p><p>Our position on human rights is firm: they are universal and must apply equally to all people. We regularly raise human rights with the Nigerian Government. I [Minister Duddridge] raised issues with the President's Chief of Staff, the Foreign Minister and the Governor of Lagos during my visit to Nigeria in April. We discussed rising insecurity and the importance of ensuring accountability for any human rights violations, including those being investigated by the #EndSARS judicial panels of inquiry. I [Minister Duddridge] have publicly expressed my concern about the recent Twitter ban. answer	answer is ministerial correction date of answer 15/07/2021 answer text <p>Promoting gender equality and advancing women and girls' rights around the world is a priority for the UK Government, and the UK's Gender Equality Act 2014 requires Ministers to have regard to the need to provide assistance in a way which reduces gender inequality before providing overseas development funding and this continues to apply. This is evidenced by our co-hosting of the Global Partnership for Education replenishment, a focus on gender at COP26 and the UK's G7 Presidency, which places gender equality at the centre of our COVID-19 response and recovery.</p><p>During the 2021/22 ODA allocation process, the FCDO considered risks and impacts to inform advice to Ministers and an overarching Equalities Impact Assessment analysed impacts across bilateral country spend. Managing Public Money sets out that:</p><p>&quot;3.8.2 The framework document (or equivalent) agreed between an ALB and its sponsor always provides for the sponsor department to exercise meaningful oversight of the ALB's strategy and performance, pay arrangements and/or major financial transactions, eg by monthly returns, standard delegations and exception reporting. These took account of a full range of factors, including analysis of potential impacts on beneficiaries of UK aid. Ministers were appraised of qualitative analysis, sectoral analysis of thematic trends, and further quantitative analysis of draft business plans to assess the impacts of ODA reductions. Ministers have considered the impact on people with protected characteristics, including any potential impact on equalities. Ministers have also considered the impact on supply partners, drawing on FCDO programme managers' advice on how best to manage reductions to specific programmes.</p><p>The UK will continue to act as a global development actor focused on supporting the world's poorest people. This is a key objective in the UK's diplomatic and development work. We have raised this issue in a variety of multilateral fora, including the UNSC and G7. I raised this matter when I met with the Ethiopian Minister for Peace on 15 July. who reported that her Government had zero tolerance of such crimes and had convicted 60 soldiers of rape I urged her to actively work with our teams to do more.</p><p>We have deployed an expert from the Preventing Sexual Violence in Conflict Initiative UK Team of Experts. They are currently conducting an initial scoping mission. Their recommendations from this scoping mission will inform further options - including a wider deployment - for supporting the Government of Ethiopia, the Ethiopian Human Rights Commission (EHRC) and other key stakeholders to safely collect and preserve evidence, and bring the perpetrators of sexual violence to justice. The UK fully supports the joint investigation involving the UN Office of the High Commission for Human Rights. We continue to explore options for addressing the immediate needs of survivors, preventing further sexual violence and delivering justice and accountability.</p><p>The UK has recently allocated a further £16.7m towards the crisis in Tigray. In 2019, the Minister of State responsible for Human Rights, Lord (Tariq) Ahmad of Wimbledon, launched the document 'UK support for Human Rights Defenders' which was drawn up with significant and important input from relevant stakeholders, including Amnesty International, and which sets out how the UK Government engages with Human Rights Defenders to advance the human rights agenda globally.</ins></p><p><ins class="ministerial"></ins><br /><ins class="ministerial">Following the FCDO's reorganisation and publication of the Integrated Review, the UK remains strongly committed to this agenda and will continue to support and work in partnership with Human Rights Defenders to promote open societies and the UK's force for good agenda. We will reflect these commitments in the various strands of strategic planning which will flow from the Integrated Review.</ins></p><p><ins class="ministerial">The FCDO also monitors repression of HRDs in its annual Human Rights and Democracy Report, the most recent of which was published earlier this month. That report paid tribute to the courageous work of HRDs and listed support for them as a UK international policy priority.</ins></p><p><ins class="ministerial">The UK also recognises the serious and unequivocal threat that climate change poses to our planet, and that it can undermine the enjoyment of Human Rights. It is important that States comply with their human rights obligation when taking any action to respond to climate change.
