answer	answer is ministerial correction date of answer 07/05/2024 answer text <p>Since 2010, the Government has invested around £6 billion to better protect over 600,000 properties from flooding and coastal erosion.</p><p> </p><p>The Government is investing £5.6 billion between 2021 and 2027 to better protect communities across England from flooding and coastal erosion. All of the £5.6 billion is expected to have been invested by 2027. This investment includes a record £5.2 billion capital investment programme, a £200 million Flood and Coastal Innovation Programme, £170 million for economic recovery from flooding and over £30 million of funding for flood incident management. The amount to be spent on coastal erosion and sea flooding is forecast to be around £1.3 billion between April 2021 and March 2027.</p><p> </p><p>.Responsibility for managing both coastal change and legacy coastal landfill sites lies with the relevant coastal protection authorities. Local authorities’ waste powers are defined under the Environmental Protection Act 1990. The Environment Agency has recently worked with local authorities to update <a href="https://www.gov.uk/guidance/shoreline-management-plans" target="_blank">Shoreline Management Plans</a> to reflect action required at the coast, including to manage landfill at risk, and is also updating public maps showing projections of future erosion risk.</p><p> </p><p>Local authorities receive revenue funding for local services through the Local Government Settlement. The Local Government Finance Settlement for 2024-25 makes available over £64.7 billion, an increase in Core Spending Power of up to £4.5 billion or 7.5% in cash terms on 2023-24. The majority of local government funding is un-ringfenced, recognising that local authorities are best placed to decide how to meet the major service pressures in their local areas, including on flood and coastal erosion risk management.</p><p> </p><p>The Government recognises that for some historic coastal landfill (HCL) sites, understanding the impacts and therefore remediation priorities may not be clear. We have commissioned a project to complete a national assessment of the situation to provide us with a clear and up to date understanding of the scale of risks posed by HCL sites in England. This will support national and local understanding of the issues, including enabling informed decisions on priority actions needed. While some data on New Zealand flatworms (<em>Arthurdendyus triangulates</em>) is collected this is not sufficiently systematic to support a full assessment.</p><p> </p><p>We encourage the public to submit sightings with photographs to iRecord (which can be found at irecord.org.uk) such that the species can be accurately identified. The record is then uploaded to the biological records centre and will improve our understanding of the distribution of the species.</p><p> </p><p>We have developed a <a href="https://www.nonnativespecies.org/biosecurity/pathway-action-plans/horticulture-pap-for-great-britain/" target="_blank">Horticulture Pathway Action Plan</a> (PAP) (copy attached) which aims to prevent and manage the risk posed by species such as the New Zealand flatworm using measures such as raising public awareness, minimizing the contamination of goods, commodities, vehicles and equipment by invasive non-native species, and ensuring appropriate border checks. An action within this document specific to flatworms is to establish a task-and-finish group to review existing guidance and develop new guidance on flatworms. We are due to consult on the PAPs later this year, and following the conclusion of that exercise, the actions such as this one in the PAPs will commence.</p><p> </p><p>In addition, Invasive Species Week is coming up and will take place from the 20th to 26th May 2024. The resilience and reliability of food supply chains is a key objective of the Government as set out in last year’s Government Food Strategy. In implementing this new control regime for the first time on EU imports, we will carefully monitor the range of potential risks, including those that may impact food supply-chains.</p><p> </p><p>The three-month period from 31 January 2024 has allowed businesses time to familiarise themselves with the new requirements before full implementation on 30 April 2024. answer	answer is ministerial correction date of answer 21/05/2024 answer text <p>Since the publication of the draft Border Target Operating Model (BTOM) on 5 April 2023, Defra and the UK Government have been engaging with all border stakeholders to ensure that every actor is as prepared as possible for the controls outlined in the BTOM.</p><p> </p><p>We are working with officials at ports to enable us to monitor trade flow at the border and we have planning in place that will mitigate disruption or queues. These measures include approaches that reduce the chances of delays due to trader administrative errors contained in official documentation.</p><p> </p><p>The implementation of controls on EU goods does not change the safety standards of imported food.
