answer	answer is ministerial correction date of answer 19/11/2018 answer text <p>A total of £539,120 was provided to Southampton City Council (with Birmingham City Council, Derby City Council, Leeds City Council, Manchester City Council and Nottingham City Council) through the Air Quality Grant in 2016/17. The purpose of this funding was to run an air quality public awareness and engagement campaign. The campaign was in collaboration with Global Action Plan.</p><p>A further £90,000 was provided to the Global Action Plan in support of Clean Air Day in 2018.</p><p> </p><p>The government already provides information on local and national air quality. A multi-day air quality forecast service is available to the public on the government’s <a href="https://uk-air.defra.gov.uk/" target="_blank">UK-Air website</a>. It provides up-to-date information on air pollution and has a postcode search facility to enable information to be provided at a local level. We will work with media outlets to improve public access to the air quality forecast and continue working with our technical partners to improve the accuracy and availability of localised air quality data and forecasts.</p><p>The government also provides health advice to support vulnerable individuals during episodes of poor air quality and we also work closely with a network of key health stakeholders to provide alerts during high pollution episodes. In addition, Public Health England has published updated information about air pollution and health impacts:</p><p><a href="https://www.gov.uk/government/publications/health-matters-air-pollution/health-matters-air-pollution" target="_blank">https://www.gov.uk/government/publications/health-matters-air-pollution/health-matters-air-pollution</a>.</p><p>In the Clean Air Strategy, which will be published in due course, we commit to improving the information we provide about air pollution, health impacts and the simple actions people can take to reduce their exposure and improve air quality. Local authorities can bid for additional government funding via the air quality grant fund for projects in local communities to tackle air pollution and reduce emissions affecting schools, businesses and residents. In 2016/17, the London Borough of Islington was awarded £50,000 to run a local school-focused awareness and engagement campaign through the air quality grant.</p><p> </p><p>Local authorities have a duty to monitor and assess air quality and to take action to reduce pollution where these breach statutory limits, and are best placed to determine local priorities. Their local knowledge and interaction with the communities that they serve means that they know the issues on the ground in detail and the solutions that are best suited to local circumstances.</p><p> </p><p>The government awarded a total of £2.4 million to local authorities from the 2017/18 air quality grant fund; £3.7 million was awarded to local authorities in 2016/17 and £0.5 million in 2015/16. £3 million has been allocated for 2018/19.</p><p> </p><p>The government has also put in place a £3.5 billion plan to improve air quality and reduce harmful emissions, which includes £475 million for councils to improve air quality. answer	answer is ministerial correction date of answer 30/10/2018 answer text <p>Air quality is a devolved matter.</p><p> </p><p>In England, the government is committed to making sure the best independent evidence and information on pollution events is available to the public. As part of this commitment a five-day air quality forecast service from the Met Office is available to the public on Defra’s UK Air website. It provides up-to-date information on air pollution, and alerts during periods of elevated pollution. The latest real world measurements from monitoring sites are also available. The cost of providing this forecasting and dissemination platform is just over £1m.</p><p> </p><p>The national network of air quality monitors currently comprises 282 sites across the UK and is managed by the Environment Agency. Sites are organised into networks that gather information for a wide range of pollutants in towns and cities as well as in rural areas. Monitoring stations for key pollutants are sited in accordance with criteria set out in the EU Air Quality Directive to ensure measurements are representative and also comparable across all member states. The 9 National monitoring networks cost just under £6m per year to operate.</p><p> </p><p>As part of the Clean Air Strategy we are looking at providing a messaging system to inform the public about the air quality forecast, providing clearer information on air pollution episodes and accessible health advice.</p><p> </p><p>Local authorities also have requirements to monitor air pollution.</p><p> </p><p>The government provides guidance, including helpdesk advice, to local authorities on the appropriate type of monitoring to install. We are the first major economy in the world to adopt targets based on WHO guidelines, going far beyond EU requirements. answer	answer is ministerial correction date of answer 11/10/2018 answer text <p>Our recently published draft Clean Air Strategy sets out our proposals to reduce the emission of five regulated air pollutants, including PM<sub>2.5</sub>, which has the strongest evidence of harm to human health. The proposals in our the draft Strategy will result in reductions to PM<sub>2.5</sub> concentrations which will halve the population living in areas with concentrations above the World Health Organisation’s (WHO) annual guideline of 10μgm<sup>-3</sup>, making us the first major developed economy to recognise the guideline. This ambition goes beyond EU requirements and has been welcomed by the WHO.</p><p> </p><p>The measures in our draft Strategy will reduce concentrations of damaging pollution for all people, including those who may be more vulnerable to the effects of air pollution.</p><p> </p><p>Defra has consulted on the draft Strategy and is currently considering the responses received from a wide range of interested parties, including views about adoption of WHO guideline limits and how best to engage with those who may be more vulnerable to the effects of air pollution. An updated Strategy published in due course.</p><p> </p><p>Our proposals included additional powers for local authorities to tackle locally-important sources of air pollution, including around schools, care homes and healthcare facilities, if the local authority deems this appropriate.</p><p> </p><p>Additionally, my officials are working with healthcare organisations to develop bespoke guidance for those who may be more vulnerable to the effects of air pollution, including children, older people and those with cardiopulmonary conditions.</p><p> </p><p>In March 2017, Defra, Public Health England and the Local Government Association, jointly published an updated resource “Air Quality: briefing for directors of public health”, which enables further action at the local level.</p><p> </p><p> </p> answering member constituency Suffolk Coastal answering member printed Dr Thérèse Coffey question first answered 11/10/2018 16:09:47 answering member 4098 label Biography information for Dr Thérèse Coffey
