As such, DECC is investigating the potential barriers to the deployment of energy storage. We are carefully considering possible mitigating actions, focussing in the first instance on removing regulatory barriers to energy storage. The re-classification of energy storage is one of the options we are considering. answer	answer is ministerial correction date of answer 23/11/2015 answer text <p>Sustainable fuels already form an important part of our energy mix and are contributing to the decarbonisation of the UK economy.</p><br /><p>During 2014 just under a fifth of renewable electricity generation came from bioenergy; bioenergy also forms about 94% of our total renewable heat generation; and in transport the Renewable Transport Fuel Obligation (RTFO) ensures that just under 5% of transport fuel comes from sustainable biofuels.</p><br /><p>The 2011 Carbon Plan set out a range of scenarios for how the UK could reduce emissions. This considered the role of renewable technologies under the different scenarios. answer	answer is ministerial correction date of answer 24/11/2015 answer text <p><del class="ministerial">We are supporting older and vulnerable people to keep warm through support including the Energy Company Obligation and the Warm Home Discount. Over 1.6 million measures have been installed in around 1.3 million households through the Energy Company Obligation (ECO) alone.</del></p><br /><p><del class="ministerial">This year, over 2 million households will get help under the Warm Home Discount scheme– including an automatic electricity bill discount of £140 for over 1.3 million of the poorest pensioners. In winter 2014/15, Winter Fuel Payments were made to around 12.5million older people in around 9 million households. The Cold Weather Plan, published by Public Health England, helps to raise awareness of the harm to health from cold, and provides guidance on how to prepare for and respond to cold weather.</del></p><br /><p><del class="ministerial">The Government has also provided around £3 million to fund the creation of the ‘Big Energy Saving Network’ which focuses on helping consumers understand tariffs and switching options as well as how they could benefit from energy efficiency programmes available to them. As we approach winter, DECC officials will continue to maximise awareness of the Energy Saving Advice Service (ESAS –contact number 0300 123 1234), which also provides a referral service for ECO Affordable Warmth.</del></p><br /><p><ins class="ministerial">DECC’s most recent Impact Assessment for the roll-out of smart metering, published in January 2014, estimates a positive net present benefit of £6.2 billion over the period to 2030, with total benefits of £17.1 billion and costs of £10.9 billion.</ins></p><br /><p><ins class="ministerial">Of the £17.1 billion of overall benefits around one third stems from energy savings, for which the In Home Displays (IHDs) are a critical enabler. However, in the latest (14<sup>th</sup>) Onshore Oil and Gas Licensing Round, which closed for bids on 28 October 2014, 95 applications were received from 47 companies covering 295 Ordinance Survey Blocks. The Oil and Gas Authority announced on 18 August 2015 that a first tranche of 27 onshore blocks will be formally offered to companies, and that a second group of 132 further blocks has been subjected to detailed assessment under the Conservation of Habitats and Species Regulations 2010. Subject to the outcome of this consultation, the OGA intends to announce offers for the second group of licence blocks later this year. answer	answer is ministerial correction date of answer 20/11/2015 answer text <p>We conducted an engagement exercise to better understand the views of stakeholders on the early closure of the Renewable Obligation to onshore wind. To protect investor confidence a grace period was proposed in June, and we have subsequently proposed amendments to this in response to stakeholder feedback over the summer. We consider this will strike the right balance between consumer and industry interests.</p><br /><p>We also ran a consultation on changes to support for small scale solar projects under the Renewable Obligation and one on the feed-in tariff review. We strongly welcomed evidence from the sector during these consultations and we hope this will allow us to improve our understanding of the impact on jobs and investment.</p><br /><p>The measures we announced are about getting costs under control, which is essential to provide the foundations for clean electricity investment in the future. We will still be delivering at or above the EMR Delivery Plan ranges and reaching at least 30% electricity generation from renewables by 2020. We have worked with National Grid and Ofgem to put an effective plan in place for this winter and we are already taking prudent steps to manage margins in winter 2016/17.</p><br /><p>DECC officials have worked with National Grid and Ofgem on National Grid’s winter outlook process for 15/16 which has informed the procurement of the Contingency Balancing Reserve for this winter.</p><br /><p>National Grid and Ofgem agree that Grid should retain the ability to procure the contingency balancing services for the next two winters and the Government supports this position. On 15 October, Ofgem commenced its consultation on the extension of the cost recovery arrangements for the contingency balancing services to allow National Grid’s contingency balancing services to continue for the winters prior to the introduction of the Capacity Market in 18/19. National Grid’s Tender for the Contingency Balancing Reserve (subject to the outcome of the Ofgem consultation) opened on 2 November.</p><br /><p>The Capacity Market, a key part of our reform of the electricity market, will drive new investment in gas and demand side capacity in the future. The first Capacity Market auction was successfully concluded in December 2014 and the next will commence on 8December 2015. We have announced our intention to procure a total of 47.9GW capacity for the delivery year 2019/20 and that the target capacity for the auction this December will be 45.4GW.
