answer text <p>On 28 January 2019 we launched the Teacher Recruitment and Retention Strategy.</p><p>Designed collaboratively with the education sector, the centrepiece of the strategy is the Early Career Framework, which will underpin a fully-funded, two-year package of structured support for all teachers in the first two years of their career.</p> more like this

answer text <p>The Department is committed to ensuring that all children, regardless of background, have the opportunity to fulfil their potential. There are currently no plans to update the document, Teachers’ Standards: Guidance for school leaders, school staff and governing bodies. The document does reflect the needs of looked after children by setting out the expectation for teachers to: have a secure understanding of how a range of factors can inhibit pupils’ ability to learn and; have a clear understanding of the needs of all pupils, and be able to use and evaluate distinctive teaching approaches to engage and support them.</p><p>Further information, including the reports of the independent review of the Teachers’ standards, is available at: <a href="https://www.gov.uk/government/collections/teachers-standards" target="_blank">https://www.gov.uk/government/collections/teachers-standards</a>.</p> more like this

answer text <p>It is for schools to determine how best to ensure that developmental objectives are reflected in the appraisal process.</p><p>The Department’s response to the consultation on ‘Strengthening QTS and Improving Career Progression for Teachers’ in May 2018 committed to strengthening the support offered to teachers at the early stages of their career and beyond. This includes strengthening the induction of Newly Qualified Teachers (NQTs) through the introduction of a new Early Career Framework and improving the provision of mentoring. To support teachers throughout their careers, the Department has committed to reconvening the Continuing Professional Development (CPD) Expert Group to explore how high quality CPD for teachers can be increased.</p><p>An announcement was made on 8 October 2018 as part of Opportunity North East, committing £12 million to an early roll-out of this package of enhanced career support for NQTs in the North East. Schools in the North East will be able to benefit from this enhanced provision from September 2020, ahead of implementation to other regions from September 2021. Further details on this will be announced as part of the Department’s upcoming announcement on Recruitment and Retention later this year.</p>

answer text <p>Higher Education (HE) institutions, as independent and autonomous bodies, are responsible for the range and quality of the courses they deliver. Assessing the performance of an institution through observation would jeopardise the autonomy of the HE sector.</p><p>The Teaching Excellence and Student Outcomes Framework (TEF) uses a range of existing metrics related to teaching and learning to make an assessment of teaching excellence, alongside a submission of evidence from the providers themselves. The metrics used for the assessment are all well-established, widely used and trusted in the HE sector. The department consulted extensively on the metrics used in the TEF.</p><p>My right hon. Friend, the Secretary of State for Education has not discussed with the Office for Students, the observation of teachers as an additional element within the TEF.</p><p><strong><br> <br> </strong></p> more like this

answer text <p>We are committed to recruiting high-quality graduates into teaching. We have seen an increase over the last five years in the proportion of new entrants who hold a first or upper second class degree, rising from 61% in 2009/10 to 73% in 2014/15.</p><p> </p><p>For 2015/16, we have increased the postgraduate bursary from £20,000 to £25,000 for trainees with a first class degree training to teach mathematics, physics, computing, chemistry and modern foreign languages. Prestigious scholarship awards, of £25,000, are also available to outstanding graduates with a first or upper second class degree in mathematics, physics, chemistry or computing. We have supported the expansion of Teach First, which brings the highest quality graduates into challenging schools, by more than doubling the number of participants since 2010 and widening coverage of the programme to schools across England.</p><p> </p><p>We also recognise the importance of teachers being able to develop and improve their practice throughout their careers. Improvement in teaching is most effective when it is led by the best teachers and the most successful schools, and when it is based on evidence. That is why we promote opportunities for teachers to learn from others and for schools to support other schools, for example through the growing Teaching Schools network. The government also remains committed to offering support to emerging plans for a profession-led College of Teaching to increase the status of the profession and take the lead in developing truly outstanding professional development and evidence-informed practice.</p><p> </p>

answer text <p>The government wants to see more schools and employers working together to help open young people’s eyes to the world of work. We have funded a new, independent careers and enterprise company to help businesses and schools to engage with each other more easily so that young people get the inspiration and guidance they need to leave school or college ready to succeed in working life.</p><p> </p><p> </p><p> </p><p>Business people also have an important role to play in school governance, bringing a range of transferable skills to help governing bodies carry out their demanding strategic functions. In May 2014 we launched the Inspiring Governors Alliance to bring together all organisations with a role to play in increasing both demand for and supply of high quality governors, particularly from the world of work. We have awarded £1m of funding in 2015-16 to embed a strategic partnership between SGOSS, Governors for Schools and the Education and Employers’ Taskforce at the heart of the alliance to engage employers and help schools find the high quality governors they need.</p><p> </p>
