answer	answer is ministerial correction date of answer 16/03/2021 answer text <p>Old Royal Naval College (formally called The Greenwich Foundation for the Old Royal Naval College) was established as a charity to conserve the Baroque buildings and grounds for present and future generations and to provide opportunities for wide and diverse audiences to enjoy and share its significance.</p><p><strong> </strong></p><p>The Dame Jennifer Jenkins Report, completed in 1996, was the main assessment undertaken when the Royal Navy had vacated the site and discussions about its future took place. This report considered the public value benefit of transforming the site into a commercial space that allows visitors to experience and enjoy the historic assets located on the site, such as the Painted Hall and Chapel. Ofcom survey data from 2020 suggests that 23% of those with any limitations/impairments don’t use the internet or have home internet access. The ONS publication ‘Exploring the UK’s Digital Divide’ 2019 states that in 2017, 56% of adult internet non-users were disabled. Ministers and officials will continue to engage with a wide range of stakeholders, including the BBFC, on the video sharing platform regime and the upcoming Online Safety Bill.</p><p><strong> </strong></p><p>The video sharing platform regime, for which Ofcom is the regulator, came into force on 1 November 2020. UK-established video sharing platforms must now take appropriate measures to protect the public, including minors, from illegal and harmful material. Video sharing platforms are not currently mandated to adopt BBFC ratings, nor is it expected that they will be mandated to do so under Ofcom’s regulatory regime for video sharing platforms.</p><p><strong> </strong></p><p>The Government recognises age ratings as an important tool for audience protection, however they are most effective when used in conjunction with other protection tools, such as age assurance and parental controls. Video sharing platforms encompass a broad range of services so it is important that there is flexibility in the regime to be able to adopt tailored approaches. Platforms should consider what measures are most appropriate and proportionate when introducing them on their services.</p><p><strong> </strong></p><p>The BBFC is engaging with both Ofcom and online platforms to share their expertise on emerging technologies and the applicability of content ratings. That’s why we have continued to make sure that people can exercise throughout the national restrictions and why we have ensured that grassroots and children’s sport is front of the queue when easing those restrictions.</p><p>On Monday 22 February, the Prime Minister announced a roadmap out of the current lockdown in England. One to one coaching and personal training can continue outdoors under the same rules as during national restrictions. As part of step 2, the majority of indoor leisure facilities will be able to open for individual use including one to one coaching and personal training. answer	answer is ministerial correction date of answer 18/03/2021 answer text <p>We are aware that COVID-19 and related restrictions have severely impacted these sectors and their supply chains. We continue to engage with stakeholders through the Tourism Industry Council, the Festival and Outdoor Events Working Group and the Venues Steering Group. These groups include representatives from leading sector organisations and other experts to develop action plans for how we can best support the sector’s safe reopening. Pilots will run as part of the Events Research Programme to examine how such events can take place without the need for social distancing using other mitigations such as testing.</p><p><strong> </strong></p><p>The live events and festival sectors have been eligible to access Government COVID-19 support. This includes various government-backed loans, business grants, reduction in VAT and the extended furlough and self-employed support schemes. The recently announced discretionary Local Restrictions Support Grant and Additional Restrictions Grant provides local authorities with funds to support businesses that meet the eligibility criteria. On 5th January the Chancellor announced one-off top up grants for retail, hospitality and leisure businesses worth up to £9,000 per property to help businesses through to the Spring.</p><p><strong> </strong></p><p>These sectors have also benefited from the Cultural Recovery Fund (CRF). Over £1 billion worth of funding has now been allocated across the UK, including over £800 million to almost 3800 arts, culture and heritage organisations and sites in England. Supply chain organisations were eligible for the CRF. They are recognised as a critical part of the sector. answer	answer is ministerial correction date of answer 18/03/2021 answer text <p>This Government recognises the importance of touring for UK musicians, performers, other cultural and creative practitioners, and their support staff.</p><p> </p><p>Leaving the EU has always meant that there would be changes to how touring musicians and performers operate in the EU. UK performers and artists are of course still able to tour and perform in the EU, and vice versa. However, they will be required to check domestic immigration rules for each Member State in which they intend to tour.</p><p> </p><p> </p><p>We understand the concerns about the new arrangements and we are committed to supporting the sectors as they get to grips with the changes to systems and processes. The DCMS-led Working Group on Creative and Cultural Touring brings together sector representatives, other key government departments, and representatives from each of the devolved administrations. The Group is working together to provide clarity regarding the practical steps that need to be taken by touring professionals when touring the EU, and it will explore how these sectors can be supported to work and tour in the EU with confidence when it is safe to do so.</p><p> </p><p>We know that while leaving the EU will bring changes and new processes to touring and working in the EU, it will also bring new opportunities.
