This includes quarterly financial reporting on all spend to deliver the contract, including supplier contribution. Each payment request from the supplier must include supporting evidence that the costs are genuine and comply with the contractual definition of qualifying expenditure before payment can be made.</p><p>Once build has completed and been signed off by the contracting authority, all of the costs declared over the life of the build, including those funded by the supplier, are reviewed and compared to the contract baseline to confirm their eligibility against the contract. answer	answer is ministerial correction date of answer 23/01/2019 answer text <p>The Government’s Trans-Pennine Initiative (TPI) has three objectives: to trial delivery of high capacity fibre using the rail corridor, to trial provision of high speed connectivity to the train and to create a 5G testbed at Network Rail’s ‘Rail Innovation Development Centre’ (RIDC).</p><p> </p><p>At Budget 2017, the Government allocated £35 million to projects that will support improvement to rail passenger connectivity, including the TPI. We are in the process of concluding a review of the responses to the Call for Information on the design phase of the project, after which we will determine the next steps including expenditure.</p><p> </p><p>DCMS launched a Call for Information on the mobile connectivity aspects of the proposal, which closed in the summer of 2018. The scheme is managed by English Heritage and follows guidance set out by them.</p><p> </p><p>However, there are many other plaque schemes throughout the country in various cities and towns. More than seventy civic societies have worked together to standardise the schemes and each of these has a set of guidance for assessment. The Government established Big Society Trust to provide oversight of Big Society Capital and to ensure that this funding is spent effectively. Interest rates cannot be compared in isolation. Interest rates applied by all investors, including independent social investment funds, are calculated based on credit assessments and reflect the risk presented by the individual organisations seeking investment and the costs of providing finance.</p><p> </p><p>We have received no complaints that recipients of social investment are being obligated to accept any investment offer they feel is not beneficial to them.
