Government has issued thorough guidance to support Covid-secure training and competition. answer	answer is ministerial correction date of answer 17/06/2020 answer text <p>The government is committed to building a digitally inclusive society, and believes that television should be accessible for all UK audiences. The BBC provides subtitling on 100% of all of its programming (excluding BBC Parliament and BBC Scotland), as well as signing 5% of its content.</p><p><strong><br></strong>Currently, under the Communications (Television Licensing) Regulations 2004, TV Licence concessions are available to people who are registered blind or severely sight impaired, and people who live in qualifying residential care and are disabled or over 60 years old. We are not considering making changes to the current concessions regime at this time. answer	answer is ministerial correction date of answer 17/06/2020 answer text <p>As the independent broadcast regulator, Ofcom is responsible for holding broadcasters to account for their delivery of television access services (subtitles, audio description and signing), not the government.</p><p><strong> </strong></p><p>Ofcom’s Code on Television Access Services sets out 10-year targets in relation to subtitling, which for BBC channels (excluding BBC Parliament and BBC Scotland) is 100% of all programming. Ofcom has found that the BBC has consistently met this target.</p><p><strong> </strong></p><p>Ofcom’s Code provides further guidance that broadcasters should regularly monitor the quality of their access services, and ensure that scheduled access services are being provided correctly. In line with the BBC’s 2016 Royal Charter and Agreement, Ofcom is also currently reviewing how the BBC should make its UK Public Services accessible. The Government supports a number of programmes which enable volunteering opportunities. answer	answer is ministerial correction date of answer 02/10/2019 answer text <p>Millions of people gamble as a leisure pursuit without suffering harm but in recognition of the risk that gambling can carry, the sector is strongly regulated. The Gambling Commission has broad and flexible powers to set licence conditions and take action where there is evidence of harm.</p><p> </p><p>In May 2018 the government published the response to the consultation on Proposals for Changes to Gaming Machines and Social Responsibility Measures and as a result the maximum stake on B2 machines was cut from £100 to £2 in April this year. In addition, the Gambling Commission has tightened identity and age verification controls online and introduced tougher sanctions for breaches of advertising codes, and is currently consulting on whether gambling with credit cards online should be restricted or banned. answer	answer is ministerial correction date of answer 13/05/2019 answer text <p>We are committed to promoting the Arts and culture outside London, and continue to work closely with the Arts Council to ensure that the whole of the country has access to funding for arts and cultural programmes.</p><p> </p><p>Last year 70% of Arts Council's <ins class="ministerial">lottery</ins><del class="ministerial">total</del> funding was awarded outside London. Between 2018 and 2022 an additional £170 million of National Portfolio Organisation funding will be invested outside London.</p><p> </p><p>In addition, the recent Cultural Development Fund has seen £20 million of funding shared between five towns and cities outside of the capital, while programmes such as Creative People and Places and the City of Culture programme continue to focus outside of the capital.</p><p> </p><p>DCMS has also recently announced an additional £4 million of funding for the DCMS/Wolfson Museums and Galleries Improvement Fund. In 2019/20, 35 museums and galleries will benefit from this funding which aims to improve audience experience.
