answer	answer is ministerial correction date of answer 17/09/2020 answer text <p>The retirement of the public switched telephone network (PSTN), and its replacement with Internet Protocol technology, is being led by Openreach and Virgin Media, as the relevant infrastructure owners. Openreach and Virgin Media have publicly set out their plans to withdraw these services by the end of 2025. The migration is likely to affect all fixed exchange lines, of which there are 31.3 million in the UK. As an industry led process, the Government has not made an assessment of the value of equipment to be replaced.</p><p> </p><p>In June this year, the Broadband Stakeholder Group, a government advisory forum on telecoms policy, launched the <a href="https://www.futureofvoice.co.uk/" target="_blank">‘Future of Voice’</a> website. This is a consumer-facing website to inform the public of the PSTN switchover process. The website has been developed with the support of telecoms companies, Ofcom and DCMS.</p><p> </p><p>DCMS regularly engages with the telecoms industry, Ofcom, and other Government departments on PSTN withdrawal, to discuss the impact this will have on consumers, business and public services and plans for migration to Internet Protocol technology. answer	answer is ministerial correction date of answer 16/09/2020 answer text <p>Ofcom has responsibility for the video sharing platform (VSP) regime which will come into force by this Autumn. Ofcom is working constructively alongside industry to develop the foundations both for this regime and any future online regulation. Through its engagement with stakeholders, Ofcom will ensure its guidance for the VSP regime is informed by robust evidence, best practice and an understanding of the current capabilities of different services.</p><p>Ofcom also has regular ongoing engagement with a wide variety of online-related bodies in the delivery of its media literacy duties including through the Making Sense of Media (MSOM) programme, which brings together organisations and individuals with expertise in media literacy with a shared goal of improving the online skills, knowledge and understanding of UK adults and children.</p><p>In February 2020, the Government published the initial consultation response to the Online Harms White Paper and announced that it was minded to appoint Ofcom as the online harms regulator. answer	answer is ministerial correction date of answer 14/09/2020 answer text <p>At the end of August 2020, 50,421 Cyber Essentials certificates had been awarded to organisations in the UK, including 38,168 to small and medium sized organisations. 11,506 certificates have been awarded so far this year, including 9,780 to SMEs. For a small number of older certificates (pre-2017) we do not have information available on the size of the organisation.</p><p><strong><br></strong>On 10 September 2020 the government announced a £500,000 fund to help SME businesses in the healthcare sector improve their digital resilience. answer	answer is ministerial correction date of answer 16/09/2020 answer text <p>Forthcoming legislation on telecommunications security will ensure that there are appropriate reporting, compliance and enforcement arrangements in place in relation to the management and oversight of directions in relation to high risk vendors.</p><p><strong> </strong></p><p>Subject to the passage of the forthcoming legislation, the Secretary of State will have the ability to make directions relating to high risk vendors in the UK 5G network, working alongside Ofcom, who may be asked to provide the Secretary of State with factual reports on operators’ use of high risk vendor products. The Secretary of State may choose to publish any reports, or a summary of such reports. The Government’s public statement on the Schrems II judgement is available on <a href="https://www.gov.uk/government/news/uk-government-response-to-the-european-court-of-justice-decision-in-the-schrems-ii-case" target="_blank">Gov.UK</a>.</p><p>During the Transition Period, EU data protection law and the guidance of the European Data Protection Board (EDPB) apply to the UK directly. The EDPB published initial guidance on international data transfers following the Schrems II judgment on 24 July (available <a href="https://edpb.europa.eu/our-work-tools/our-documents/ovrigt/frequently-asked-questions-judgment-court-justice-european-union_en" target="_blank">here</a>). We expect the EDPB to provide further guidance in due course.</p><p>The ICO has published updated material on its website including a statement and updates to their Privacy Shield FAQ (available <a href="https://ico.org.uk/about-the-ico/news-and-events/news-and-blogs/2020/07/updated-ico-statement-on-the-judgment-of-the-european-court-of-justice-in-the-schrems-ii-case/" target="_blank">here</a> and <a href="https://ico.org.uk/make-a-complaint/eu-us-privacy-shield/" target="_blank">here</a>).
