answer	answer is ministerial correction date of answer 12/06/2020 answer text <p>Through the National Cyber Security Strategy the Government is helping small and medium-sized enterprises (SMEs) across the economy and society improve their digital security.</p><p><strong> </strong></p><p>The Department for Digital, Culture, Media and Sport (DCMS) works closely with the National Cyber Security Centre (NCSC) to help SMEs protect themselves, including promoting the uptake of the Cyber Essentials scheme through engagement with industry sectors and via police Regional Organised Crime Units, which engage with businesses locally.</p><p><strong> </strong></p><p>The Cyber Aware campaign encourages the public and small businesses to take up secure online behaviours, including signposting businesses to guidance, such as the Small Business Guide, which helps firms protect themselves from the most common cyber attacks. This only measures the breaches or attacks that organisations have themselves identified so the figures reported may underestimate the full extent of the problem.</p><p><strong> </strong></p><p>The total number of cyber incidents affecting central government departments is not held centrally. However, since its creation in 2016 the National Cyber Security Centre (NCSC) has continued to provide assistance to central government departments and agencies to secure their networks and develop their departmental security strategies. answer	answer is ministerial correction date of answer 12/06/2020 answer text <p>To date the Gigabit Broadband Voucher Scheme (the Scheme) has connected 25,394 homes and small businesses with a further 18,324 already in the pipeline. Vouchers have been issued to premises across each nation and region of the United Kingdom using funding from the Local Full Fibre Networks (LFFN) programme and the Rural Gigabit Connectivity (RGC) programme. Broadband Delivery UK (BDUK), who administer the Scheme, work with local bodies and devolved administrations in the UK to ensure that every region has oversight of the Scheme in their area.</p><p><strong> </strong></p><p>On 14 May 2020 we announced that we would no longer accept any new voucher requests associated with the LFFN funded part of the Scheme because the £68.5m of available budget had been fully committed - 10 months sooner than expected - such has been the huge popularity of the scheme. Suppliers have 12 months to complete a connection from the point at which a voucher is issued therefore the final connection is not expected until May 2021. A full benefits and evaluation analysis will be completed after the final connection has been made.</p><p><strong> </strong></p><p>In this financial year, £71m of funding remains available for the RGC funded part of the scheme. We expect to continue to be able to accept requests and issue vouchers for eligible rural premises until 31 March 2021 with connections being made up until March 2022. In all discussions with them, Ministers have strongly encouraged them to ensure that finances from the game's resumption support the wider football family, and avoid the net loss of significant sums of money.</p><p><strong> </strong></p><p>The Premier League, alongside the Government and the FA, routinely invest significantly in grassroots sport through the Football Foundation. answer	answer is ministerial correction date of answer 11/06/2020 answer text <p>This government is clear that local newspapers are vital to a healthy democracy, They are uniquely placed to undertake investigative journalism and scrutiny of public institutions, including local councils and courts.</p><p><strong> </strong></p><p>As the independent Cairncross Review into the future of journalism identified, society is increasingly moving online and news publishers are facing significant challenges in transitioning to sustainable digital business models. The government supports the majority of the nine recommendations the Cairncross Review made for government, regulators and industry to help future-proof the sector, and is already taking some forward. We have worked with Nesta to develop a £2million pilot innovation fund, launched in October 2019, which seeks to invest in new technological prototypes, start-ups and innovative business models to explore new ways of sustaining the industry. The government will consider options for the full fund ahead of the next Spending Review.</p><p><strong> </strong></p><p>Covid-19 has exacerbated and accelerated the already challenging financial situation for local papers. The government recognises their vital role in ensuring the provision of reliable, high-quality information throughout the current pandemic, and has therefore clarified that journalists and other ancillary staff are ‘key workers’ for the purposes of access to childcare and educational places. We have also issued guidance to local authorities on the importance of newspaper delivery, to support the continued dissemination of printed public interest news. Additionally, the government has sought to maximise publishers’ advertising opportunities through a public information campaign. The current partnership brings together over 600 titles across the UK, with the vast majority of titles being local papers.</p><p><strong> </strong></p><p>Local publishers are also able to benefit from several measures included in our unprecedented business support package, such as the Coronavirus Business Interruption Loan Scheme, Job Retention Scheme, Bounce Back Loans, VAT deferrals, and coverage of statutory sick pay costs.</p><p> </p><p>The government will continue to consider all possible options in the interests of promoting and sustaining high-quality news journalism. answer	answer is ministerial correction date of answer 16/06/2020 answer text <p>While radio stations across the UK are reporting increasing numbers of listeners tuning in to their broadcasts, many of these stations are operating against the backdrop of a rapid fall in advertising and other revenues due to the impact of the coronavirus pandemic.</p><p><strong> </strong></p><p>Commercial radio stations have been able to take advantage of some of the unprecedented support measures that have been introduced across the wider economy, such as the Coronavirus Job Retention Scheme and the Bounce Back Loan Scheme. However, we acknowledge that commercial radio also faces some sector-specific pressures.</p><p><strong> </strong></p><p>We are pleased that an agreement has now been reached with Arqiva that will result in a significant reduction in annual transmission costs for local commercial stations that use Arqiva’s services, and have worked with industry during this crisis to support efforts to reduce other costs. We note in particular the help secured by Radiocentre in the form of reduced music licensing payments to reflect the fall in stations’ revenues, and Ofcom’s announcement relaxing its enforcement of licensees’ programming and production requirements, which has been extended to December.</p><p><strong> </strong></p><p>We have also worked with Ofcom to release emergency funding, through the Community Radio Fund, to help community radio stations continue to provide programming and outreach projects for the communities they serve. Ofcom announced details of 81 awards on 4 June.</p><p><strong> </strong></p><p>We note that Ofcom plan to begin advertising small-scale multiplex licences later this year, which will provide a lower-cost digital transmission option for smaller stations, and we will shortly be publishing our response to our consultation on analogue commercial radio licences.</p><p><strong> </strong></p><p>We will continue to liaise with stakeholders across the industry regarding ways in which the Government can reduce regulatory burdens further to support radio through Covid-19 and beyond.</p><p> </p> answering member constituency Maldon answering member printed Mr John Whittingdale question first answered 16/06/2020 15:43:00 answering member 39 label Biography information for Sir John Whittingdale
