The two exceptions to this are human remains (less than 1,000 years old) and Nazi-era spoliation.</p><p>The Acts governing the national museums which have provisions prohibiting the trustees of the museums from disposing of items in their collection are listed below. The provisions are explicit and specific, setting out limited scenarios where disposal would be permitted. Instead we have focused on investment in existing museums and galleries through capital programmes such as the DCMS / Wolfson Museums and Galleries Improvement Fund and the Museum Estate and Development Fund, and our direct sponsorship of fifteen museum arm’s length bodies (encompassing 48 museum sites).</p><p>Arts Council England is our arm’s-length body providing wider support and funding for museums and galleries, and its Museum Development services can provide guidance to organisations on how to open a new museum. answer	answer is ministerial correction date of answer 31/03/2022 answer text <p>The latest awards from the joint DCMS-Wolfson Museums and Galleries Improvement Fund, announced on 17 March, will provide £4 million of new funding to improve displays, protect collections and make exhibitions more accessible. Over the past 20 years, the Fund has provided more than £48 million to over 400 projects and more than 370 museums and galleries are eligible for it.</p><p>The Government has also confirmed an extension to the Museums and Galleries Exhibition Tax Relief for a further two years, until 31 March 2024. The rates have temporarily increased from 20% (for non-touring productions) and 25% (for touring productions) to 45% and 50% respectively. From 1 April 2023, these rates will be reduced to 30% and 35%, and will return to 20% and 25% on 1 April 2024.</p><p>Art galleries may also benefit from The Museums and Galleries VAT Refund scheme, known as Section 33A, which allows eligible museums and galleries providing free admission to reclaim VAT.</p><p>Our unprecedented Culture Recovery Fund has seen more than £1.5 billion awarded to around 5,000 organisations and sites. Over £100 million has gone to more than 200 museums and galleries across England through the CRF programme. answer	answer is ministerial correction date of answer 23/07/2020 answer text <p>The Government is aware of this important issue and DCMS is exploring options, including legislation, for how we may be able to prevent the dispersal, and therefore potential loss of these collections. One option is considering whether the Corporate Insolvency and Governance Act 2020 can be used as a means of saving museum collections in the event of insolvency.</p><p>Since the beginning of the COVID-19 crisis officials and ministers have been in even more regular contact with museums and sector organisations to understand the impact of the pandemic, the measures the Government has taken to fight it and to understand what support museums and heritage organisations need and how best to get it to them. On 5th July, the Government announced a £1.57 billion support package to protect Britain’s world-class cultural, arts and heritage institutions. In addition, DCMS arms’ length bodies have created sector specific support. Arts Council England launched a £160 million Emergency Funding Package, the National Lottery Heritage Fund launched the £50 million Heritage Emergency Fund, and Historic England launched a £2 million Emergency Fund. This emergency short-term funding will help address pressures over the next 3-6 months for those organisations most in immediate need.</p><p>The Government has also announced unprecedented support for business and workers, to protect them against the current economic emergency. This includes the Coronavirus Jobs Retention Scheme and VAT payment deferrals. We know that the Coronavirus Job Retention Scheme, in particular, has been a lifeline for the museum sector. We do not hold complete information on all museums in England. However, we do hold this information for the fifteen DCMS sponsored museum groups, which encompass 40 museums and galleries. Six groups are either partly or wholly based outside of London (National Museums Liverpool, Royal Armouries, Natural History Museum, Tate, Science Museum Group, Imperial War Museums), encompassing half the total number of sponsored museum sites. National Portfolio museums (and, pre-2018, Major Partner Museums) have a mix of operating models with some free to enter, some charging, and some charging for special exhibitions. My department continues to work on implementing the recommendations of that review, which were aimed at creating an environment in which museums could flourish. As part of this work we have considered a number of more recent publications and reports regarding museums issues and my officials have met with the Museums Association to discuss their work.</p><p><br>In August last year, my department delivered on a key recommendation from the Mendoza Review by publishing the first annual National Museums Partnership Report. This report provides an overview of the partnerships of 17 national UK museums, revealing how museum partnerships benefit parties on both sides as well as audiences and wider society. Independent museums are an important and successful part of the museums sector: around half of the museums accredited by Arts Council England are independent. In addition, the Association of Independent Museums estimates that they are visited by over 9 million people annually.</p><p> </p><p>Over the last ten years, museums have received over £800m annually from public sources. DCMS supports museums through Arts Council England, the museum sector development agency. Arts Council England funds some independent museums directly as National Portfolio Organisations, as well as supporting many projects run by them through its grants programmes and strategic funds. It also funds Sector Support Organisations and Museum</p><p>Development organisations which can also assist independent museums. Independent museums are eligible for other public funding such as capital grants from the National Lottery Heritage Fund and support for permanent and temporary exhibitions through the Museums and Galleries tax relief introduced in 2017. Museums are supported by public funding worth over £800 million annually to support this access. The UK Government remains committed to free entry to the permanent collections of our 15 DCMS- sponsored national museums ,which in total received around 47 million visits in 2017/18 .Additional projects, through Arts Council England (ACE), aim to improve cultural participation for everyone, regardless of their background. For example, ACE funds Creative People and Places which supports participation in places with traditionally lower engagement with culture.
