answer	answer is ministerial correction date of answer 16/10/2018 answer text <p>The draft Statutory Instrument needed to reduce the maximum stake on sub-category B2 machines to £2 was notified to the European Commission in September under the requirements of the EU Technical Standards and Regulations Directive. We intend to lay the draft affirmative regulations before Parliament, for the usual process of approval, in the Autumn term.Questions about gambling participation are included in the large scale English and Scottish Health Surveys and an alternative omnibus survey for Wales. The Combined Health Survey for England, Scotland and Wales 2016 results were published on 6 September 2018 and can be found at <a href="https://www.gamblingcommission.gov.uk/PDF/survey-data/Gambling-behaviour-in-Great-Britain-2016.pdf" target="_blank">https://www.gamblingcommission.gov.uk/PDF/survey-data/Gambling-behaviour-in-Great-Britain-2016.pdf</a>. A copy of the survey is attached.</p><p>In addition, the Gambling Commission collects participation data through smaller scale quarterly telephone and online surveys and monitors underage gambling through its young persons survey. answer	answer is ministerial correction date of answer 10/09/2018 answer text <p>As specified in the Gambling Act 2005, B4 gaming machines can only be located in casinos, betting shops, tracks with pool betting, bingo halls, Adult Gaming Centres, members’ clubs, miners’ welfare clubs or commercial clubs. Most B4 machines are located in clubs. The Gambling Commission and relevant Local Authority are responsible for issuing the necessary licences and permits. The Gambling Act 2005 also specifies the circumstances in which local authorities can revoke licences: http://www.legislation.gov.uk/ukpga/2005/19/schedule/13.</p><p> </p><p>Local Authorities are responsible for compliance and enforcement measures of B4 machines located in clubs, which is financed from the income the licensing authority receives by way of premises and permit fees.</p><p> </p><p>All forms of illegality in gambling are taken seriously as the inherent risk is that the protections afforded by legally sited and properly supervised machines are not present. The Gambling Commission will continue to work with and support licensing authorities in addressing such issues. The response can be found at: https://www.gov.uk/government/consultations/consultation-on-proposals-for-changes-to-gaming-machines-and-social-responsibility-measures</p><p> </p><p>As part of the consultation, the Government has assessed the findings referenced in the Gambling Commission’s response to the consultation (which can be viewed at the link above) for tracked play as a harm reduction tool, in conjunction with other options.
