We received c.16,000 submissions to the Call for Evidence from a range of stakeholders and members of the public. We are committed to undertaking a thorough, evidence-led review and are carefully considering the submissions we received. While the government does not routinely publish responses to Calls for Evidence, we aim to publish a white paper by the end of the year which will set out clearly the evidence on which it draws and our analysis. answer	answer is ministerial correction date of answer 23/06/2021 answer text <p>We recognise the challenging times currently facing all sectors, and continue to support in line with the prime minister's roadmap to the full reopening of the economy. Events sectors experienced a 50-60% drop in GVA in Spring 2020, relative to 25% in other sectors. The Department has been working closely with stakeholders across the events sector throughout the pandemic to understand both the nature and scale of the impact that this sector has faced.</p><p> </p><p>Since 17 May, events have been able to reopen subject to capacity caps which vary depending on whether the event is indoors or outdoors. The Government has also launched the Events Research Programme which is looking at how best to mitigate transmission risks across a number of event settings.</p><p> </p><p>We are committed to helping the events sector reopen fully, and while we know that the loss of some business that may occur as a result of the delay to step 4, public health must remain the top priority. The roadmap sets out a cautious and gradual approach, led by data, not dates.</p><p> </p><p>Throughout the pandemic, businesses have had access to an unprecedented £350 billion package of support including cash grants, government-backed loans, the extended furlough scheme and £5 billion for new Restart Grants.</p><p> </p><p>To ensure that people and businesses have time to plan as the economy reopens in line with the easing of restrictions, schemes such as the Coronavirus Job Retention Scheme (CJRS) and Self-Employed Income Support Scheme (SEISS) will continue until September 2021. This instantly confirmed whether or not they were eligible. Only those who were deemed eligible were then able to register their interest through the site. Address details for ineligible premises were not collected so we are unable to confirm how many Ceredigion residents and businesses used the postcode tool and were deemed ineligible.</p><p>We do know that across all Broadband Upgrade Fund Pilot areas, a total of 17,717 premises were checked that were not eligible. We also conduct a detailed performance review every 6 months. The next product review is due at the end of September/beginning of October. As Project Gigabit develops, assessments of commercial plans will continue to be made at a local level as part of the Project Gigabit pre-procurement processes (Open Market Review and Public Review). However some people, including some people with learning disabilities, have faced barriers such as access to mobile technology and the internet, or a lack of skills and confidence.</p><p><strong> </strong></p><p>Data from the 2019/20 Community Life Survey shows that people with a limiting long-term illness or disability were more likely to feel lonely often or always than those without (14% compared with 4%). The survey does not ask whether people have a learning disability, so we do not hold data on levels of loneliness for this specific group.</p><p><strong> </strong></p><p>The Office for National Statistics recently published a report on levels of loneliness during Covid-19 at local authority level, which is available here: <a href="https://www.ons.gov.uk/peoplepopulationandcommunity/wellbeing/articles/mappinglonelinessduringthecoronaviruspandemic/2021-04-07" target="_blank">https://www.ons.gov.uk/peoplepopulationandcommunity/wellbeing/articles/mappinglonelinessduringthecoronaviruspandemic/2021-04-07</a></p><p><strong> </strong></p><p>Currently, we do not have data at local authority level which relates specifically to people with learning disabilities.</p><p><strong> </strong></p><p>The Government is tackling the digital divide for adults with learning disabilities through our £2.5m Digital Lifeline fund. This fund is providing tablets, data and free digital support to over 5,000 people with learning disabilities who would otherwise find it difficult to get online. answer	answer is ministerial correction date of answer 29/06/2021 answer text <p>The government recognises the importance of spectators to competitive sport and remains committed to working towards their full return to stadiums as soon as it is safe to do so.</p><p><strong> </strong></p><p>Step 3 of the ‘COVID-19 Response - Spring 2021’ has permitted fans to return to both indoor and outdoor elite sporting events, albeit under capacity caps. from 17 May.</p><p><strong> </strong></p><p>Only the largest seated stadia (16,000+) are able to benefit from the provision for higher capacities - where crowds can be safely dispersed around a large stadium area, and social distancing maintained at all times. answer	answer is ministerial correction date of answer 22/06/2021 answer text <p>My department regularly engages with representatives of the charity and social enterprise sectors and reviews emerging evidence to understand the impact of ongoing restrictions. My officials have reached out to stakeholders following the Prime Minister’s announcement to seek feedback and offer an opportunity to discuss potential implications further.</p><p><strong> </strong></p><p>We recognise that the restrictions that have been necessary over the last year have impacted on the ability of many in the charity and social enterprise sectors to generate income, including from trading and fundraising. While many of these restrictions have already been lifted, including allowing the return of non essential retail, we understand that this extension will continue to limit certain activities. Guidance is available on a range of activities that will be relevant to charities and social enterprises including, for example organised events and grassroots sport and sports facilities. We have also worked with the Institute of Fundraising and Fundraising Regulator to support the development of guidance on the safe return to fundraising activities, and will continue to do so as events unfold.</p><p><strong> </strong></p><p>We have not commissioned independent research into the impact of the pandemic on the charity and social enterprises sectors. However, we are working closely with stakeholders and academic institutions looking into the effect on these sectors, including Nottingham Trent University and Sheffield Hallam University. We will also carefully consider the findings of the independent inquiry into the impact of the crisis on social enterprises, launched by the All Party Parliamentary Group for Social Enterprises on 10 June.
