answer text
I will engage with the new Secretary of State for Northern Ireland, with whom I have an excellent relationship, to make sure the people and businesses of Northern Ireland benefit from the delivery of current UK Government broadband connectivity programmes, such as superfast and local full fibre roll out. I also encourage her department to engage with the Future Telecoms Infrastructure Review, which my department is currently undertaking to understand companies’ incentives for investment in new digital infrastructure over the next decade and beyond.

Current superfast broadband coverage in Northern Ireland is over 85% and will reach 87% by March upon completion of the current publicly funded broadband project that has been implemented by the Department for Economy Northern Ireland with support from Broadband Delivery UK.

Delivery to date has had funding of £11.45m from DCMS. The government has allocated a further £150 million to support ultrafast broadband roll-out as part of the June 2017 funding support package for Northern Ireland. answer text
The mental health of professional and elite sportspeople is a matter of importance to government. As set out in the government’s sport strategy Sporting Future, Baroness Grey-Thompson was tasked to carry out a review of the duty of care sport owes to its participants. That report was published earlier this year and covered a number of important issues including mental health. We are considering the review’s findings and recently hosted two roundtable meetings involving sportspeople and people from mental health and sport organisations to explore how sport could improve its offer of mental health support for elite and professional sportspeople.

Professional players' associations (such as the Professional Footballers' Association or Professional Cricketers' Association) are well placed to raise awareness amongst their members about gambling and alcohol addiction, and to provide support to those that need it. Organisations like the Sporting Chance Clinic are also available to provide support to current and former sportspeople with emotional welfare and addictive disorders.

People with alcohol or gambling problems can also access services in primary care and secondary care, including specialised mental health and addiction services. Any decisions on the commissioning of effective treatment services are the responsibility of local authorities based on an assessment of local need.

A range of services available to problem gamblers and support for those with problems with alcohol can be found on the NHS Choices website.

Communications which are grossly offensive, obscene, indecent or false fall under either section 1 of the Malicious Communications Act 1988 or under section 127 of the Communications Act 2003.

As part of the work on the Digital Charter announced in the Queen's Speech, the Government is considering a range of options to counter internet harms. This includes an Internet Safety Strategy, published on 11 October, which will look at how we can support users so that everyone can access the benefits of the Internet safely. The Strategy considers the responsibilities of companies to their users, the use of technical solutions to prevent online harms and government's role in supporting users. The Strategy also considers the role that technology companies can play in awareness and education for users, including children.

The recently enacted Digital Economy Act will help to ensure that online abuse is effectively tackled by requiring a social media code of practice to be established. The code will set out guidance about what social media providers should do in relation to conduct on their platforms and involves bullying or insulting an individual or other behaviour likely to intimidate or humiliate them. It will include guidance on arrangements for notification by users; the process for dealing with notifications; terms and conditions in relation to these arrangements and processes; and, the giving information to the public about the action providers take against harmful behaviour. It also includes questions to determine whether guidance should also be issued on standards for user content and conduct, prevention and identification of abuse and misuse of services, and information about how to identify illegal content.

The consultation on the measures in the Internet Safety Strategy closes on 7th December and Government aims to publish the social media code of practice in 2018.

answer text
This Government remains at the forefront of the fight against online terrorist and extremist material. The Police Counter Terrorism Internet Referral Unit (CTIRU) has secured the removal of over 290,000 pieces of terrorist-related material, including extremist propaganda, since February 2010. We are also working closely with industry to encourage companies to develop innovative solutions to tackle online radicalisation. Finally, we are seeking to tighten the law: my RHF the Home Secretary announced recently our aim of extending to fifteen years the maximum sentence for those who repeatedly view terrorist content online; and we are setting up a new Commission for Countering Extremism to identify whether more powers are needed.
more like this

We look forward to continuing those discussions during the forthcoming UK-China High Level People to People Dialogue.
