answer text <p>The Ministry of Defence assesses social value in procurement bids via criteria set out in Procurement Policy Note 06/20, published by the Cabinet Office. This defines these criteria and provides information on how social value is scored in relevant Government procurements. answer text <p>It is Ministry of Defence policy to use standard contract conditions to prevent the unauthorised disclosure of information for a variety of reasons, including protection of national security, commercial confidentiality and personal data, and for there to be obligations on confidentiality in our invitations to tender. However, there is nothing in the standard commercial policy or processes that prohibits contracting organisations from engaging with parliamentary select committees.</p><p> </p><p>If a committee requested information, the disclosure of which might be prohibited under contractual arrangements, this would require careful consideration on a case-by-case basis.</p><p> </p> more like this

answer text <p>Parliamentarians can raise issues with industry relating to contracts placed by the Ministry of Defence (MOD). However, the scope of such interaction is governed by the need to protect issues such as national security, commercial confidentiality and personal data, and is assessed on a case-by-case basis.</p><p> </p><p>Visits by Parliamentarians to facilities owned by suppliers contracted to the MOD are primarily a matter for the relevant company, but access to certain areas or discussions touching on certain subjects during the visit may be constrained by the security or confidentiality requirements incumbent on the company.</p><p> </p><p> </p> more like this

answer text <p>The Ministry of Defence (MOD) has engaged with Defence Industry regarding social value from before the Policy was launched and subsequently. The MOD has a social value team whose remit includes engaging with defence industry. Under the umbrella of the Defence Supplier Forum a dedicated Social Value working group has been established, with the aim of promoting understanding, sharing best practice and lessons learnt.</p><p> </p><p>The working group is co-chaired with Industry and has attracted high levels of interest, it includes representatives from small and medium sized enterprises, trade bodies, mid-tier, as well as strategic suppliers. Members of the MOD's social value team regularly speak at a range of events, organised by industry bodies, and others raising awareness and understanding of social value.</p><p> </p> more like this

answer text <p>The Ministry of Defence (MOD) has not commissioned academic work on the treatment in procurement decisions of additional tax revenues arising from procurement spend in the UK.</p><p> </p><p>Each year, the MOD awards a significant number of contracts, taking into consideration many elements to determine what is the most economically advantageous tender. However, we do not use tax revenues as an award criterion as this would be inconsistent with demonstration of value for money as set out in the HM Treasury Green Book.</p> more like this

answer text <p>When the Ministry of Defence is estimating the potential cost of a programme, officials may engage with industry, before the selection of a prime contractor, to establish an initial view of cost in the form of a ROM (Rough Order of Magnitude) cost. However, this will only be a guide and at all times it remains the Department's assessment, not that of industry. As programmes mature, requirements, opportunities and risks become progressively better understood and refined, as do likely costs.</p> more like this

answer text <p>The implementation of the Social Value Model has been designed to fit within our existing government procurement processes. If tenderers do not demonstrate proposals to deliver specific additional Social Value benefits within their tender, as set out in the tender documentation, then they will receive a score of zero for the Social Value Model element of the tender evaluation.</p><p> </p><p> </p><p>Once a contract has been awarded, Social Value Model obligations are managed in the same way as any other contractual obligation through the Ministry of Defence contract management process. The exact detail will vary for different contracts but, where payment is linked to the performance of Social Value Model requirements, then non-performance will result in payments being withheld.</p> more like this

The Infrastructure and Projects Authority (IPA) routinely undertake Assurance Reviews of many of our major projects and programmes in accordance with the individual programme’s integrated assurance and approvals plan.
