We want to ensure the country is prepared at every level.</p><p>HM Treasury routinely monitors economic conditions and risks, and the Government has a range of mechanisms available to support vulnerable people. We stand ready to take appropriate action if economic conditions change. Furthermore, officials make estimates of the direct impact of spending decisions on household living standards, and would continue to do so in responding to challenges arising from leaving the EU without a deal.</p><p>We are committed to a strong safety-net for those who need it. This includes a well-established system of hardship payments, benefit advances and budgeting loans as an additional safeguard for those who need them. As such, Ministers and officials have been directed to consider the issue for consultation, which will be published in due course.</p><p><del class="ministerial">The public have a right to know who is funding campaigning and legislation in the context of Brexit.</del></p><p><ins class="ministerial">Ministers believe this to be particularly pertinent in light of public concerns raised about the funding of campaigning and legislation against Brexit.</ins></p><p><ins class="ministerial">I further refer the Hon. The Government is committed to delivering value for money but has no plans to create an outsourcing regulator.</p><p><strong> </strong></p><p>The Government has recognised the need for reform and over the past year the Government has made great strides in improving how we work with the private sector with the introduction of the Outsourcing Playbook in February 2019. HR in each Department will provide advice about the appropriate procedures to follow.</p><p>Local authorities are responsible for the management of their own officials.
