answer text <p /> <p>The government responded to the European Commission’s 2013 public consultation on a new policy framework for health and safety at work in the European Union. This emphasised the need for any new policy framework to have a focus on better regulation, supporting the single market and economic growth as well as sharing good practice between member states and supporting SMEs on risk management.</p><p> </p><p>The government was therefore pleased to see the commitment to simplify EU health and safety at work legislation in the new EU Strategic Framework, and is continuing to engage with the Commission to help realise this aim. The government is arguing for more proportionate, risk-based approaches to EU workplace health and safety regulation to help businesses by reducing administrative burdens while maintaining necessary protections for workers.</p> more like this

answer text <p /> <p>The government is actively contributing to the European Commission’s review of EU health and safety regulation. The United Kingdom, like other member states, has submitted a report on implementation of the directives under review. I am arranging for deposit of the report with the library of the House.</p><p> </p><p>In its engagement with the Commission and other participants in the review, the government is arguing for a more proportionate, risk-based approach to occupational health and safety issues to help business by reducing administrative burdens whilst maintaining necessary protections for workers.</p> more like this

answer text <p /> <p /> <p>The Health and Safety Executive (HSE) has ongoing discussions with local authorities (LA) in respect of their regulation of health and safety, including an annual statistical return. The most recent assessment for 2013/14 and comparisons with previous years showed a continued move towards a greater consistency in approach by local authorities.</p><p>The national activity and variation between local authorities is reported to the HSE/LA Enforcement Liaison Committee, published on the HSE website and used by local authorities in bench marking and peer review processes.</p><p>No assessment has been made of the effect of any variation on small and medium-sized enterprises.</p> more like this
