answer	answer is ministerial correction date of answer 13/07/2015 answer text <p>Nearly 90% of people reaching State Pension age in 2016/17 would have the full rate of the new State Pension, or more, if we include the amount of additional State Pension they opted out of or were opted out of when contracted out of SERPS or State Second Pension (S2P) (additional pension).</p><p> </p><p>The percentage of pensioners reaching State Pension age in 2016/17 estimated to receive the full amount of the new State Pension directly from the state is around 37%. By 2020 this percentage will reach around 50% and by 2035 around 84%. Most people who contracted out of SERPS or S2P were required, as a condition of contracting out, to accrue an alternative private pension. This replaced the additional State Pension, which they were contracted-out of.</p><p> </p><p>This reflects the fact that when contracted out they have either paid National Insurance Contributions at a lower rate, or some of the National Insurance contributions they paid were used to contribute to a private pension instead of the additional State Pension. Disability benefits are primarily based on the daily living, care or, where applicable, mobility needs arising from a long-term physical or mental health condition or disability rather than a diagnosis, specific medical condition or disability. However, HBAI does provide 3-year average estimates of the number and proportion of children in relative and absolute low-income for both England and London.</p><p> </p><p>Analysis by region is presented as three-year averages as single-year estimates are considered too volatile. answer	answer is ministerial correction date of answer 07/07/2015 answer text <p>It is right that we conduct research to ensure the public understand the rationale and impact of policies.</p><p> </p><p>The Department spent £271,849 on a suite of commissioned research evaluating the effect of the benefit cap. Reports were published over a period between July 2013 to December 2014. All the spending was after the cap had been implemented.</p><p> </p><p>In addition to the commissioned research, DWP published departmental analysis of the effects of the cap in “Benefit Cap: Analysis of outcomes of capped claimants”, and also publishes quarterly Official Statistics showing details of the capped caseload.</p><p> </p><p>Public polling and focus groups typically form one element of research.
