answer text
a). Personal Independence Payment (PIP) provides extensive support to disabled people and those with long-term health conditions to help them live independent lives, contributing up to £9,583 a year, tax free, to help cover extra costs.

b) DWP has set standards for the quality of assessments and closely monitors all aspects of the process including the performance of the assessment suppliers. Our audit process considers the initial review, evidence collection, further evidence provided, and the advice within the assessment report completed by a health professional (HP).

c) PIP award rates, and their durations, are set on an individual basis, based on the claimant’s needs and the likelihood of those needs changing. Award durations can vary from nine months to an on-going award, with a light touch review at the ten-year point. Award reviews remain an important feature of PIP to ensure customers receive the correct level of benefit.

This government is committed to reforming the system of health and disability benefits. We are working to develop proposals for reform and will set them out in a Green Paper ahead of the spring statement later this year.

These enable people who are nearing the end of their lives to get faster, easier access to certain benefits, without needing to attend a medical assessment or serve waiting periods and in most cases, receive the highest rate of benefit.

For many years, the Special Rules applied to people who have 6 months or less to live, they have now been changed so they apply to people who have 12 months or less to live.  Changes to the Special Rules mean that thousands of people nearing the end of life are now able to claim fast-tracked financial support from the benefits system six months earlier than they were able to previously.
more like this

answer text
This Government continues to protect the value of benefits paid to carers whilst also spending record amounts in real terms.

The Secretary of State undertakes a statutory annual review of benefit and pensions, and the value of Carer’s Allowance is protected by Up-rating it each year in line with the Consumer Prices Index (CPI). The rate of Carer’s Allowance is £81.90 a week in 2024/25, and from April 2025 this will increase to £83.30 a week, subject to Parliamentary processes.

In addition to Carer’s Allowance, carers on low incomes can claim income-related benefits, such as Universal Credit and Pension Credit. These benefits can be paid to carers at a higher rate than those without caring responsibilities through the carer element and the additional amount for carers respectively. Currently, the Universal Credit carer element is £198.31 per monthly assessment period. The additional amount for a carer in Pension Credit is £45.60 a week. These additional amounts are worth around £2400 a year.

answer text
The last Labour Government lifted over one million pensioners out of poverty, and this Government – despite having to make the tough decisions to deal with our fiscal inheritance – remains committed to giving pensioners the security they deserve in retirement.

We are honouring our commitment to the Triple Lock throughout this parliament, with a 4.1% increase to the basic State Pension and the new State Pension this April. We are also increasing the standard minimum guarantee in Pension Credit by 4.1%. The full yearly rate of the new State Pension is forecast to increase by around £1,900 over the course of this parliament whilst the full yearly amount of the basic State Pension is forecast to increase by around £1,500.

The Government also offers direct financial help to low-income pensioners through Pension Credit, the Warm Home Discount and (in England & Wales) Cold Weather Payments and Winter Fuel Payments.

We know there are low-income pensioners who aren’t claiming Pension Credit. We want to ensure as many people as possible have access to this support and urge pensioners to check their eligibility. Pension Credit will passport them to receive Winter Fuel Payments in future, alongside other benefits – including help with rent, council tax, fuel bills and a free TV licence for those over 75. That’s why Government is taking significant steps to raise awareness and maximise take-up.

Low-income pensioners and others struggling with the cost of living should contact their local council to see what further support may be available to them. They may be able to receive support from energy support programs or through the Household Support Fund, a scheme providing discretionary support to those most in need towards the cost of essentials, such as food, energy and water.

The Government has extended the Household Support Fund in England by a further year, (until 31 March 2026) – with funding of £742 million provided to enable this extension in England, plus additional funding for the devolved Governments to be spent at their discretion, as usual.
