answer text <p>We are committed to reducing unfair pay disparities and ensuring everyone is able to succeed in their career.</p><p> </p><p>Under this Government the gender pay gap has narrowed significantly, having fallen by approximately a quarter in the last decade. In 2017, we introduced regulations requiring large employers to publish gender pay gap data every year, ensuring employers are aware of their gaps and take steps to close them.</p><p> </p><p>To accelerate progress we have supported legislation to: enhance flexible working, extend redundancy protection for those on maternity leave, introduce carers leave, and, strengthen the protections against harassment in the workplace.</p><p> </p><p>The Government published guidance for employers on ethnicity pay reporting in April 2023, which sets out best practice on measuring, analysing and reporting ethnicity pay gaps. We are supporting employers who wish to measure their pay gaps and are identifying examples of good practice.</p><p> </p><p>In terms of supporting fair compensation practices, the National Living Wage will be increasing by a record cash amount in April – from £10.42 to £11.44 an hour. Through this, the Government protects the lowest paid in society, with women and people from an ethnic minority background among those more likely to benefit.</p><p> </p>

answer text <p>Equal pay refers to men and women performing equal work, or work of equal value. In comparison, the gender pay gap measures the difference between men and women’s average earnings across an organisation.</p><p>The Equality Act 2010 contains strong equal pay protections and many employers proactively conduct regular equal pay audits, in order to ensure that they are not acting unlawfully. In 2014, the Government strengthened equal pay protections by introducing mandatory equal pay audits for organisations that lose an equal pay claim.</p><p>The Government does not make an assessment of trends in equal pay. Individuals can bring a claim to an Employment Tribunal if they believe their employer is acting unlawfully, and figures on the number of employers doing so can be accessed here: <a href="https://www.gov.uk/government/collections/tribunals-statistics#employment-tribunal-and-employment-appeal-tribunal-statistics-(gb)" target="_blank">https://www.gov.uk/government/collections/tribunals-statistics#employment-tribunal-and-employment-appeal-tribunal-statistics-(gb)</a></p><p><strong> </strong></p><p>With regard to the gender pay gap, the Office for National Statistics (ONS) publishes data on the national gender pay gap annually, this includes breakdowns by UK regions and areas. answer text <p>The last decade has seen the national gender pay gap fall by approximately a quarter; with the gender pay gap reporting regulations helping to motivate employers to improve equality in the workplace.</p><p>We are required to carry out a review of the regulations after they’ve been in force for five years; as is the case for many other business regulations. answer text <p>On 3rd November, the Office for National Statistics (ONS) published new earnings figures from the Annual Survey of Hours and Earnings (ASHE). These include figures for the UK’s gender pay gap (GPG) and are the most recent assessment of trends available. The overall GPG has decreased to 15.5% from 17.4%. This is the lowest recorded measurement since the survey began in 1997 and is the largest decrease in GPG since 2011. The GPG for full-time employees has decreased to 7.4% from 9.0% and the GPG for part-time employees has decreased to -2.9% from -3.5%. The part-time GPG is already in favour of women, and so this also represents a closing of the gap as it is now closer to 0%.</p> more like this

answer text <p>In recognition of the unprecedented uncertainty and pressure facing employers due to the Coronavirus pandemic, and to ease the burdens on business, the Government and the Equality and Human Rights Commission suspended enforcement of the gender pay gap reporting deadlines for 2019/20. However, employers can still choose to report their data and we have carried on providing support to those who need it. Over 5,500 employers have reported to date and more continue to do so.</p> more like this

answer text <p>We have had two successful years of gender pay gap reporting so far, with over 10,000 employers publishing their data both years. Reporting provides an unprecedented level of transparency whilst driving board level discussions and pushing employers to take real action to close the gap.</p><p>We are keeping a close eye on progress to ensure that the legislation delivers on its aims, but it is important that we give the new regulations sufficient time to embed, to see how employers are responding and what actions they are taking, before considering any changes.</p><p> </p> more like this

answer text <p>The Government introduced ground-breaking regulations in 2017 requiring large employers to publish gender pay gap data.</p><p> </p><p>We recognise that reporting is just the start; we are committed to ensuring that the UK is an international leader on gender equality research.</p><p> </p><p>This year, we published the Case for Change, an in-depth analysis of how economic gender inequalities develop across people’s lives. In this, we highlight research we published in 2018, led by the University of Manchester, that identified four key drivers of the UK Gender Pay Gap:</p><p> </p><ul><li><p>Occupational segregation - the types of jobs that women tend to do are less well paid than the types of jobs men do.</p></li><li><p>Industrial segregation - the sectors of the economy that women tend to work in are less well paid than the sectors that men work in.</p></li><li><p>Differences in the ways men and women participate in the labour market - women tend to spend more years out of the labour market undertaking unpaid care work than men, and tend to have fewer years of full-time work experience.</p></li><li><p>Other factors that cannot be explained by the data we have, but could include discrimination, harassment, preferences and choices.</p></li></ul><p>To address these drivers, we published the Gender Equality Roadmap in July, setting out the Government’s vision and actions to address the persistent gendered barriers people face across their lives. Furthermore, our new annual Gender Equality Monitor brings together 24 indicators on gender equality from all areas of life to help us better measure progress over time.</p><p>We are also running two research programmes, Women and Gender Equality and Gender and Behavioural Insights, to develop the evidence base on gender equality in the workplace. Findings from this research is being used to identify practical actions for employers and organisations to support women’s progression in the workplace and reduce their gender pay gap.</p>

answer text <p>The UK Government supports the work of the Council of Europe and continues to support the European Social Charter (1961). Since the European Social Charter came into force in the UK we have introduced a number of policy and legislative reforms that provide equivalent or greater protections for individuals in the field of equal pay.</p><p> </p><p>We have also ratified a number of international conventions which provide equivalent protections and which the UK has implemented via national legislation.</p><p> </p><p>We are fully committed to the Equal Pay protections in the Equality Act 2010. In 2014, we introduced equal pay audits for when employers are found to have breached equal pay law and in 2017 we introduced gender pay gap reporting.</p><p> </p><p>Our equal pay legislation complies with EU requirements, which are reflected in Article 4.3 of the European Social Charter. We are committed to ensure that the robust protections provided by Equality Acts 2006 and 2010 and equivalent legislation in Northern Ireland continue to apply after the UK leaves the EU, as will Article 157 of the Treaty on the Functioning of the European Union, which will become part of EU-retained law.</p>
