answer text <p>The current phase of safety works by Highways England contractors at Queensbury Tunnel are being delivered to ensure their safe access to the high-risk zone. This phase of works would not be prejudicial to any future reopening of the tunnel.</p><p> </p><p>The subsequent phase of safety works, scheduled for early July 2020, will involve the creation of a concrete plug below shaft 3 to strengthen the base of the shaft and prevent collapse and is essential to protect the public. These works would make it more difficult to reopen the tunnel in future, but conditions around the base of shaft 3 represent a high-risk environment to contractors due to water levels in excess of 3.5 meters and active deterioration of the tunnel lining in that area.</p><p> </p> more like this

answer text <p>In line with Cabinet Office guidance, the Department for Transport has a target of responding within 20 working days where a response is required. In September 2019 the Department adopted its own internal target of 7 Working days.</p><p> </p><p>As you will understand, the Department for Transport is currently dealing with unprecedented volumes of correspondence due to COVID-19. The Department ensures that urgent cases raised by hon. Members are prioritised, and is taking steps to provide substantive responses in as short a time as possible.</p><p>All correspondence received from hon. Members is being reviewed and will be responded to as soon as possible.</p><p> </p><p>A table showing the average number of days taken to respond to correspondence from Hon. Members is below. answer text <p>On 15 April 2020 the Government provided the construction sector with certainty by confirming ‘Notice to Proceed’ for the first phase of High Speed 2. This marks formal approval for main construction works to begin on the route between London and Birmingham.</p><p> </p><p>An estimated 400,000 supply chain contract opportunities for UK businesses will be created during phase one of HS2, supporting thousands of jobs on site and many more around the country. It is estimated that around 95% of those contract opportunities will be won by UK based businesses and around two thirds of those will be small and medium sized businesses.</p><p> </p><p>To support UK suppliers since 2013, HS2 Ltd has undertaken an unprecedented level of supplier engagement. This has been achieved through publishing a contract opportunities table on its website, targeted ‘meet the contractor’ events as well as regular engagement with UK businesses, industry and supply chain groups including Local Enterprise Partnerships (LEPs), Chambers of Commerce and Trade Associations. To date, this approach has ensured that over 98% of contracts on the HS2 programme have been awarded to UK based organisations, over 70% of which are Small and Medium Sized Enterprises (SMEs). HS2 Ltd has mandated the use of the subcontracts opportunity portal CompeteFor in its Tier1 contracts to ensure visibility of subcontract opportunities arising from the HS2 programme.</p>

The Maritime and Coastguard Agency have been supporting Departmental officials who have been working with other government agencies to support industry in the global repatriation of UK and non-UK national seafarers</p><p> </p><p>The UK has not placed restrictions on the transit and transfer of seafarers and continues to meet its international obligations related to the transit and transfer of seafarers.</p><p> </p><p>The Government has ensured quarantine requirements for those travelling into UK, announced on 22 May, do not apply to seamen, masters or marine pilots travelling in the operation of their duties.</p> more like this

answer text <p>I wrote to the International Maritime Organization on 23 March setting out the UK position in regard seafarer welfare and to reassure the IMO that the UK continues to recognise our international obligations in regard the transit and transfer of seafarers.</p><p> </p><p>The UK is currently considering IMO protocols to facilitate crew changes to ascertain what other measures the UK could implement. We also continue to work with and share best practice with other administrations.</p> more like this

answer text <p>The Government has supported the use of a range of low carbon bus technologies, including hydrogen, through funds including the Low Emission and Ultra Low Emission Bus Schemes. These schemes have provided funding for the purchase of 62 hydrogen buses.</p><p> </p><p>The Prime Minster announced £5 billion of new funding to boost bus and cycling links on 10 February, including at least 4,000 new zero emission buses to make greener travel the convenient option, driving forward the UK’s progress on its net zero ambitions.
