Rail must make a significant contribution towards achieving this target as part of our Transport Decarbonisation Plan.</p><p> </p><p>In line with the recommendations of the Rail Industry Decarbonisation Taskforce, Network Rail is developing a Traction Decarbonisation Network Strategy with the Department and industry partners. answer	answer is ministerial correction date of answer 05/02/2020 answer text <p>The Government is determined to reduce the impact of poor air quality on railway users, workers, and neighbours and will soon be announcing a Transport Decarbonisation Plan which looks at the environmental impact of transport. We are acting to both eliminate pollution, largely caused by diesel engines, and to reduce its negative effects.</p><p>The Government has reduced use of diesel trains on the network by delivering hundreds of miles of electrification since 2010. Of the passenger vehicle miles travelled by electric or diesel vehicles in 2018/19, about 70% were electric – up from about 63% in 2009/10.</p><p> </p><p>We are supporting development of new technology to reduce pollution from diesel trains, funding air quality projects through the ongoing First of a Kind innovation programme. answer	answer is ministerial correction date of answer 03/02/2020 answer text <p>The focus of Road Traffic Forecasts 2018 (RTF18) was to forecast road traffic by motorised modes and does not include forecasts of cycling traffic.</p><p> </p><p>To produce the forecasts, the National Transport Model (NTM) does takes account of the travel choice between walking, cycling, rail and bus as well as car. However, the NTM is not designed to forecast cycling levels, which will be influenced by a range of factors not included in the model.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p>The Department has a dedicated model which has been designed to account for the specific factors which influence cycling. We plan to include a forecast of cycling demand using this model in an upcoming call for engagement document to be published as part of the Department’s work to develop a transport decarbonisation plan.</p><p> </p><p>In relation to the proportion changes in miles cycled, the Department produces estimates of actual volumes of cycle traffic in Great Britain, the latest estimates for which are 2018. answer	answer is ministerial correction date of answer 04/02/2020 answer text <p>Figures on public sector expenditure at national and regional levels are part of the Government’s Country and Regional Analysis (CRA) statistics.</p><p> </p><p>The statistics include spend on transport by all public sector organisations including the Department for Transport, Local Authorities, Public Corporations (in the case of transport, this is mainly spend by London Underground) and other government departments including devolved administrations.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p>When comparing expenditure across regions a number of factors should be considered. The benefits from spend on transport interventions will often accrue to passengers far beyond the residents of the immediate local area or region. This is particularly the case for spending on the railways which connect cities and regions across the country and deliver broader benefits beyond the region concerned.
