answer text <p>As part of its enforcement duties, the Driver and Vehicle Standards Agency (DVSA) carries out roadside enforcement checks on buses, coaches, lorries and trailers to ensure the vehicles are being maintained to roadworthiness standards.</p><p> </p><p>If the DVSA identifies a vehicle, or trailer, that has a tyre fitted that is over 10 years old, it will conduct a follow up investigation with the operator. If the operator cannot provide a satisfactory explanation for using an old tyre, or their tyre management systems are not adequate, then the DVSA will consider referring them to the Office of the Traffic Commissioner.</p> more like this

answer text <p>Currently, there is no suitable rolling stock available that could be used on this franchise in the short term to alleviate the services which suffer overcrowding. We are, however, working with Cross Country on a potential Direct Award to see what rolling stock and/or trains service changes might be possible to tackle this issue.</p> more like this

answer text <p>Most heavy goods vehicles are already required to be fitted with sideguards when new. The Department has previously considered legislating to require sideguards to be retrofitted to specific heavy goods vehicles, but an impact assessment determined that such a policy intervention would incur disproportionate cost.</p><p> </p><p>Work is now focused on amending the Road Vehicles (Construction and Use) Regulations 1986 to ensure that, where sideguards are required on new vehicles, they are retained and maintained throughout the vehicle’s working life. I anticipate these new proposals will be published during 2019.</p> more like this

answer text <p>The Government’s Rail Freight Strategy recognises the environmental benefits of shifting freight from road to rail, and the Strategy sets out a vision for how rail can increase its share of the freight market. The Government supports modal shift through funding improvements to the rail network for freight, investing £235m in Control Period 5 (2014-2019). The Statement of Funds Available for Control Period 6 (2019-2024) includes funding for continued infrastructure investment for both passenger and freight operators.</p><p> </p><p>The Government has set out an ambition to decarbonise the railway by phasing out all diesel-only trains by 2040, and the rail industry is due to respond to this challenge shortly. In support of the Government’s ambition, the Rail Safety and Standards Board (RSSB) announced in October 2018 that it is making funding available to facilitate research and innovation.</p><p> </p> more like this

answer text <p>Network Rail are progressing the design and development of the Western Rail Link to Heathrow and recently concluded a statutory consultation on the proposed alignment of the route. This is a major step for the scheme and is required before Network Rail can submit its planned application to the Planning Inspectorate for the necessary consents in 2019.</p><p> </p><p>In respect of the proposed Southern Access scheme, the Department undertook market testing earlier this year. This is the first step in the development process, and will inform the work required before any decision on whether to progress the scheme is made, and if so, how to progress it.</p><p> </p><p>For both Western and Southern rail access, a summary of responses to the market testing will be published in due course.</p><p> </p><p> </p> more like this

answer text <p>The Bicester to Oxford route, which is operated by Chiltern Railways, continues to perform well with strong passenger revenue and growth on the route.</p><p> </p><p>The East West Rail Company has been established to challenge current delivery models whilst accelerating the delivery of robust infrastructure and reducing costs. The East West Rail Company are developing its operations strategy with recommendations for the Department for Transport. This is expected to incorporate lessons learnt from across the industry.</p> more like this
