The Association of Train Operating Companies is responsible for the management of the National Rail Conditions of Carriage and it is for them to propose changes to the Secretary of State for approval.</p><p> </p> more like this

Fixed penalties are recouped from drivers and operators of PCV/LGVs for a number of different possible infractions.
