answer text <p>Since April 2018 the number of Northern services cancelled have been 12,076. This consists of Northern responsible, Network Rail responsible, and Other Operators responsible full cancellations. As a result of the effect on passengers the Department ensured that an appropriate compensation package was provided by the rail industry for those most affected.</p> more like this

answer text <p>Services at Earlestown and Newton-le-Willows are currently running an amended timetable due to planned engineering works. There are no cancellations directly attributed to the 4th June emergency timetable.</p><p> </p><p>Garswood still has a twice per hour service in each direction but there is a rail replacement bus service from Huyton currently, due to planned engineering works into Liverpool.</p> more like this

answer text <p>The 4th June emergency timetable has reduced Rainford’s Mon-Sat train numbers from 18 in each direction to 15.</p><p> </p><p>How many cancelled services have been replaced by a bus is an operational matter for Northern.</p><p> </p><p>It is established practice in the rail industry that the same fares are charged when rail replacement bus services are in use.</p> more like this

answer text <p>Northern have advised that a large number of incidents relating to cancellations and performance in general are still ‘in dispute’, i.e. responsibility for the cause has not been allocated. They are confident that the root causes of many of the issues leading to cancellations or delays are not their responsibility. The Department therefore needs to wait until this process is complete before being able to decide whether action under the Franchise Agreement is appropriate.</p><p> </p><p>If the Secretary of State is satisfied that the Franchisee is contravening or is likely to contravene any term of the Franchise Agreement he may serve a Remedial Plan Notice on the Franchisee requiring it to produce a Remedial Plan.</p><p> </p><p>If the Secretary of State for Transport is satisfied with the Remedial Plan he may require the Franchisee to enter into a Remedial Agreement to implement the matters identified in the Remedial Plan. A material non-compliance with the Remedial Agreement would be an Event of Default.</p><p> </p>
