No assessment of the number of roads which may require raising has been undertaken by the Department for Transport.</p><p> </p><p>The Somerset Levels and Moors Action Plan, published in March 2014, drawn up by local partners in the area, including local councils, Members of Parliament, businesses and local residents, recommended a number of initiatives to ensure better protection against floods within the Levels and Moors in the future.</p><p> </p><p>In recognition of the Action Plan, the Department for Transport allocated £10 million to Somerset County Council to help fund the installation of culverts at Beer Wall and raising a section of road between Muchelney and Drayton. answer	answer is ministerial correction date of answer 19/11/2014 answer text <p>The Government has made no specific assessment, although under the New Roads and Street Works Act 1991, the street authority has a duty to co-ordinate all works on its road network in order to minimise inconvenience to road users, and utilities have a duty to co-operate with them in doing that. Utility companies have statutory powers to carry out works to maintain or install their apparatus in the street to provide the services that we all rely on. The Government works closely with both local highway authorities and utilities to help them deliver those duties effectively.</p><p> </p><p>The Traffic Management Act 2004 also places a 'Network Management Duty' on authorities to keep traffic moving as far as practical and enables authorities to introduce permit schemes for street works to help them to do that. In 2012, the Government increased the penalties that local authorities can impose where street works by utility companies overrun their agreed duration, up to a maximum charge of £10,000 a day. We are also carrying out a trial of ‘Lane Rental’ on Transport for London and Kent County Council’s networks. This allows authorities to charge utilities to work on the busiest roads at the busiest times. Responsibility for issuing driving licences in Northern Ireland remains with the Driver and Vehicle Agency, based in Coleraine, and there have been no changes in how motorists in Northern Ireland obtain driving licences.</p><p> </p><p>Vehicle registration and licensing in Northern Ireland is not devolved and is the responsibility of the UK Government. The operational responsibility for delivering vehicle registration and licensing services in Northern Ireland passed from the Driver and Vehicle Agency to the Driver and Vehicle Licensing Agency in Swansea on 21 July. For the first time, motorists in Northern Ireland now have access to the same range of services as those in Great Britain. answer	answer is ministerial correction date of answer 04/11/2014 answer text <p>Progressively tighter new vehicle European emission standards have reduced harmful particulate matter pollution emissions from diesel vehicles to a point where they are now equivalent to those from petrol vehicles. The latest emission standard for lorries and buses, Euro VI, will in addition substantially reduce emissions of oxides of nitrogen (NOx). Government experts are working with the European Commission and other member states to ensure that the Euro 6 emission standard for diesel cars and vans will also deliver reduced NOx emissions.</p><p> </p><p>In addition between 2011 and 2020 we have committed over two billion pounds to increase the uptake of ultra-low emission vehicles, on active and sustainable travel and to support green transport initiatives, which will help to improve air quality.</p><p> </p><p>As such, the Government has no current plans for any specific restriction or prohibition on the production or sale of diesel vehicles.</p> answering member printed Baroness Kramer question first answered 04/11/2014 13:45:31 answering member 1557 label Biography information for Baroness Kramer

answer	answer is ministerial correction date of answer 03/11/2014 answer text <p>The Dutch Safety Board published its preliminary report on the crash of Malaysian Airlines on 9 September 2014. Based on its preliminary findings to date, there is no indication of any operational or technical issues with either the aircraft or its crew. The damage observed on the forward section of the aircraft appears to indicate that the aircraft was penetrated by a large number of high-energy objects from outside the aircraft. It is likely that it is this damage that resulted in the loss of structural integrity of the aircraft, leading to an in-flight break. The Dutch Safety Board is continuing with its investigation. UK Airlines are constantly reviewing the Foreign &amp; Commonwealth Office’s travel advice when planning their services and ensuring that measures they take are consistent with Public Health England guidance.</p><p> </p><p>Currently, the Foreign &amp; Commonwealth Office and the World Health Organisation are not recommending travel restrictions to countries in Africa with cases of Ebola. UK airlines are not planning to stop services to these countries.
