answer text
Statistics for aircraft accidents in the UK are kept by the Air Accidents Investigation Branch (AAIB) and the Civil Aviation Authority (CAA). The Air Accidents Investigation Branch is required to investigate events which come within the definition of accident contained in Article 1 of the EU Regulation 996/2010. AAIB also investigates "serious incidents" as defined by the Regulation.

The table below sets out the number of investigations that the AAIB has undertaken. answer text
The Civil Aviation Authority keeps a record of all the permissions they have issued to fly commercial drones in UK airspace. However this does not extend to leisure users of drones. To address this issue The Department for Transport is currently looking at a range of options including regulation, registration and licensing options and a database to increase transparency on the use of drones for the general public. We intend to consult on all of these issues and other possible solutions in 2016.
more like this

However the Government is aware that there are safety and security issues that need to be addressed.

The Civil Aviation Authority has recently launched a publicity campaign called "You have control. The Government has received several proposals for such an application, but the development of this technology is still at an embryonic stage.

The Government is also in early discussions with international partners about a drone traffic management system, and it is hoped that those discussions will lead to UK involvement in the development of that system and the participation of UK industry in future trials to test the robustness of the technology. Some drones are already equipped with ‘geo-fencing’ to prevent operation in controlled airspace.

There will be a public consultation on drones in spring 2016. This will give the public a chance to engage on these, and other, important issues concerning drones.

Representatives of all of these groups recently met with officials from my department and from the UK Border Force, as well as the Civil Aviation Authority and the police, to discuss a range of practical steps that can be taken to identify and deal with these situations as they emerge. answer text
The Department’s consideration of motor insurance policy concerning vehicles such as these arises from the Vnuk judgement. This case, before the European Court of Justice concerned a man (Mr Vnuk) who was injured when he was knocked off a ladder by a trailer that was attached to a tractor in a barn in Slovenia. The effect of the judgment is that any vehicle that falls within the Motor Insurance Directive’s definition of a vehicle should have a compulsory motor insurance policy. The definition of vehicle in the Directives is very wide. We were disappointed with this judgment.

Officials are in regular dialogue with the European Commission and their EU counterparts about the challenges generated by the Vnuk judgment. This has included dedicated meetings with Commission officials, various exchanges with representatives of other Member States and attending a general meeting of Member States hosted by the Commission in May 2015.

more like this
