star this property answer text <p>I am replying as Minister responsible. I am not aware of any discussions between the Secretary of State and Network Rail on this issue. The health and wellbeing of lineside neighbours is a key consideration for Network Rail in undertaking any essential rail maintenance work. These are reflected in Network Rail’s safety management system arrangements, which covers how they manage operations and connected activities to ensure that disturbance is minimised as far as reasonably practicable, whilst upholding their statutory duties on safety and performance.</p> more like this

star this property answer text <p>The Driver and Vehicle Licensing Agency (DVLA)’s current contract with Post Office Ltd expires on 31 March 2026, with an option to extend until 31 March 2027.  The DVLA is preparing to launch a procurement for a new contract for the service currently provided by Post Office. This contract which will begin when the current contract expires.  The requirements for this contract are currently being developed and the winning supplier will be determined in compliance with UK public procurement regulations.</p> more like this

star this property answer text <p>Access to the rail network is a matter for the Office of Rail and Road (ORR) in its capacity as independent regulator for the rail industry.</p><p> </p><p>ORR have advised that since 2020, it has determined four applications for wholly new open access services. ORR rejected one and approved three. The time taken to go through the industry processes and reach a decision on these applications was as follows:</p><p>- Grand Union Trains (London – Stirling): 126 days</p><p>- Grand Union Trains Application 1 (London – Carmarthen): 281 days</p><p>- Grand Union Trains Application 2 (London – Carmarthen): 163 days</p><p>- Go-op: 783 days</p><p>The Go-op process involved significant changes to the application from the applicant over the course of two years. For all of these applications, ORR took decisions within 6 weeks of receiving all relevant information from the parties.</p> more like this

star this property answer text <p>The Health and Safety Executive launched their Working Minds campaign in the transport sector, partnered with the Road Haulage Association. The campaign aims to raise awareness of the legal duty to prevent work-related stress and provides support and resources including risk assessment templates, examples and practical toolkits.</p><p>The Department regularly engages with stakeholders to discuss matters of concern to the industry, including those relating to driver wellbeing.</p><p>To improve the working conditions of HGV drivers while on the road, the department and industry are jointly investing up to £43.5 million to upgrade truckstops across England. This is on top of up to £26 million joint investment by National Highways and industry in lorry parking facilities along the strategic roads network.</p> more like this

star this property answer text <p>The government introduced the Bus Services (No.2) Bill on 17 December as part of its ambitious plan for bus reform. The Bill puts the power over local bus services back in the hands of local leaders and is intended to ensure bus services reflect the needs of the communities that rely on them right across England, including in Kent. The government has committed to increasing accountability by including a measure on socially necessary services so that local authorities and bus operators have to have regard for alternatives to changing or cancelling services.</p><p> </p><p>In addition, the government has confirmed £955 million for the 2025 to 2026 financial year to support and improve bus services in England outside London. This includes £243 million for bus operators and £712 million allocated to local authorities across the country. Kent County Council has been allocated over £23 million of this funding. Local authorities can use this funding to introduce new bus routes, make services more frequent and protect crucial bus routes for local communities.</p>
