question text	To ask Her Majesty's Government, what assessment they have made of the report by the Office of the United Nations High Commissioner for Refugees Global Trends: Forced Displacement in 2017, published on 25 June 2018, which estimates that (1) on average, 44,400 people were forced to flee their homes each day, (2) 68.5 million people were forcibly displaced worldwide, and (3) there were 40 million internally displaced people, in 2017 as a result of persecution, conflict, or generalised violence; and what steps they are taking to devise, encourage and promote international initiatives to tackle the root causes of current levels of mass migration.

answer	answer is ministerial correction date of answer 01/04/2019 answer text <p>UNHCR’s Global Trends: Forced Displacement in 2017 is an important tool in informing our support for refugees and internally displaced persons around the world.</p><p> </p><p>At least half of DFID aid is focussed on fragile and conflict affected states and regions – the drivers of forced displacement. DFID’s aid programmes seek to address drivers of conflict, instability and lack of economic opportunities which in turn help to tackle some of the root causes of displacement. By creating jobs and livelihoods, improving education, and facilitating labour mobility we are giving people more opportunities to build a decent life at home or in their region.</p><p> </p><p>The UK Government has been actively involved in the development of the UN <em>Global Compact for Safe, Orderly and Regular Migration</em> and the <em>Global Compact on Refugees</em>, both of which have now been adopted. These two Compacts offer a cohesive and forward-leaning framework to improve the international response to large movements of people.</p><p> </p><p>The UK is also supporting the UN and member states to set up a High-Level Panel on internally displaced persons. Beira – a city of half a million people in central Mozambique has been cut off since the weekend with no water or electricity. Other areas are under water.</p><p> </p><p>The Government of Mozambique is leading the response. They are experts in disaster management but are overwhelmed. They are being supported by UN agencies, international and local NGOs.</p><p> </p><p>The UK has responded quickly. The Secretary of State has approved up to £22 million to support the people affected by the cyclone. answer	answer is ministerial correction date of answer 22/03/2019 answer text <p>Following US cuts in 2018, the international community was able to step up and meet the shortfall to UNRWA’s budget, allowing it to continue to provide essential basic services to Palestinian refugees in Gaza, the West Bank, Syria, Lebanon and Jordan. However, we recognise that these refugee populations need UNRWA to be on a more secure financial footing. To that end, the UK is working with UNRWA and other donors to help ensure its sustainability. This includes finding further cost savings reforms, diversifying donor income, and encouraging multi-year funding commitments. The UK is a leading donor to UNRWA and we plan to provide up to £80m to UNRWA overall over the next two years. However, a long-term solution requires a just, fair, agreed and realistic settlement for Palestinian refugees. Over the past three months, the average total commercial and humanitarian imports into Yemen met 90% of the country’s food needs and almost 80% of fuel needs.</p><p> </p><p>We are acutely aware of the restrictions humanitarian actors face delivering aid across Yemen, particularly in Houthi-controlled areas. This includes bureaucratic obstacles such as long waits for visas and permits to start aid projects, as well as multiple permissions required to travel through checkpoints.</p><p> </p><p>In response to these challenges, former Minister of State, Alistair Burt recently hosted a telephone conference call with the UN Humanitarian Coordinator for Yemen, Lise Grande, and the key UN agencies operating in Yemen where he discussed the steps needed from donors to lobby for better access as well as the work needed from the UN to ensure the humanitarian response prioritises those most in need.</p><p> </p><p>The UK continues to raise humanitarian concerns calling on both parties to comply with UN Security Council Resolution 2451 by facilitating safe, rapid, and unhindered access for both the humanitarian response and commercial supplies.</p> answering member printed Lord Bates question first answered 28/03/2019 17:12:38 answering member 1091 label Biography information for Lord Bates

We are pushing for justice and accountability for all victims of Daesh. This includes leadership in ensuring the UNSC unanimously adopted Resolution 2379 on Daesh Accountability, and contributing £1m to support the establishment of a UN investigative team (UNITAD) that will collect evidence of Daesh crimes in Iraq.</p><p> </p><p>UK aid has enabled the UN Trust Fund to support the Free Yezidi Foundation, a women’s and children’s centre that provides safety and support for women who have suffered at the hands of Daesh. Furthermore, the UK has contributed over £23 million to the UNDP Funding Facility for Stabilisation (FFS), to help the Iraqi Government stabilise areas of return and re-establish security, basic services and inclusive local governance. UNDP and partners of the FFS regularly consult religious and community leaders in areas in which it is operating, to understand return trends and develop strategies to address the barriers that impact on the decision of families to return and rebuild their communities. In addition to this, in January, DFID announced the allocation of a further £5 million to the United Nations Mine Action Service (UNMAS). ICAI reports directly to Parliament through the International Development Committee (IDC) ensuring both independence and accountability of the ODA. The National Audit Office also scrutinises departmental spending including the effectiveness of ODA spending.</p><p> </p><p>As part of DFID’s programme approval process, an accredited Evaluation Advisor reviews the evaluation plan for the ongoing effectiveness of the programme. DFID reviews all programmes annually, providing an assessment of performance, ongoing relevance, value for money, lessons learned, and any remedial action required. Individual government departments are responsible for design, evaluation and governance of their Overseas Development Assistance (ODA) budget. However, DFID and the FCO continue to raise the issue of human rights of minorities at the highest levels of government, including in our annual Bilateral Assistance Talks. We advocate greater tolerance and action against abuses when they occur. DFID Pakistan’s Skills Development Programme will provide 330,000 poor and vulnerable people, including those from minority communities, with technical and vocational training to improve their employment prospects.</p><p> </p><p>Our aid relationship with any government is based on an assessment of its commitment to our Partnership Principles, including to promote and safeguard human rights. Our aid targets the poor, regardless of race, religion, social background or nationality. We continue to engage closely with the World Health Organisation, UN OCHA, and other health and humanitarian based NGOs working in Gaza to ensure we are able to comprehensively monitor health and humanitarian needs there.</p><p> </p><p>To help ensure hospitals in Gaza can continue to provide essential services on a range of health issues, we provided £1.5 million for the International Committee of the Red Cross (ICRC) OPTs Appeal in 2018.
